About this opportunity

The Connecticut Department of Administrative Services (DAS) Construction Services is requesting qualifications for Construction Administrator Services on the Office of the Chief Medical Examiner (OCME) Building Expansion & Renovation project at 11 Shuttle Road, Farmington, Connecticut, with qualifications due June 22, 2026.

The OCME is a 31,800-square-foot, three-story facility approximately 40 years old used for autopsies and death investigations. The project scope includes a two-story addition of approximately 20,000 square feet, full-gut interior renovation of the existing building, selective envelope renovations, site work (new forced main, Sally Port addition, direct connection to Route 4), and hazardous materials abatement integrated into both design and construction. The completed facility must achieve fossil fuel-free operations and accommodate Connecticut's requirement to autopsy up to 3,000 bodies annually and refrigerate approximately 200 bodies at any given time.

Micro-businesses with gross revenues not exceeding $3 million may receive ten additional selection grade points. All vendors are eligible; no set-asides are indicated. Qualifications-based selection (QBS) applies, with submissions organized into six divisions: Cover Page and Table of Contents, Letter of Interest and Narrative, Additional Criteria Considerations, SBE/MBE Certification, CT 330 Part I (Contract-Specific Qualifications), and CT 330 Part II (General Qualifications). The QBS Submittal Booklet must be a single PDF file not exceeding 10 megabytes, uploaded to the CTsource e-Procurement portal by June 22, 2026, at 3:00 p.m. EDT.

The predesign study dated 2025 estimates total project cost at $59.4 million (construction $45.9 million plus soft costs $13.5 million), with a 12 percent escalation allowance calculated to the midpoint of construction and a 24-month construction period while maintaining 24/7/365 facility operations. No estimated contract value for construction administration services is specified. Steven Westerberg at DAS Construction Services (450 Columbus Boulevard, Hartford, Connecticut 06103) is the primary contact. Payment terms are Net 30 Days. Conditionally selected firms must submit professional documents, business credentials, and insurance verification within 14 calendar days of notification.
