About this file
This is an Addendum to the Request for Qualifications for Construction Administrator Services issued by the Connecticut Department of Administrative Services (DAS) Construction Services for the Office of the Chief Medical Examiner (OCME) Building Expansion & Renovation project located at 11 Shuttle Road, Farmington, Connecticut. Addendum No. 1, dated June 15, 2026, clarifies two key aspects of the Construction Administrator (CA) role and modifies the original RFQ requirements. The original QBS Submittal Booklet due date remains Monday, June 22, 2026, at 3:00 PM. The addendum specifies that the CA will not be required to perform a Prevailing Labor Agreement (PLA) needs assessment or study to determine PLA requirements, eliminating a previously described task. Additionally, regarding the CA's responsibility for managing claims and disputes during the Construction phase, the addendum references the 0600 Construction Administration Procedures Manual (CAPM) and Article 38 of the General Conditions for the Construction Manager/General Contractor (CMR), establishing the framework for how the CA should handle disputes between the CMR and subcontractors, various project teams, and the Owner.
No changes to pricing terms, set-asides, funding sources, or contract award conditions are addressed in this addendum. The clarifications provided serve to refine the scope and expectations of Construction Administrator Services without modifying the qualifications-based selection process, submission requirements, or evaluation criteria outlined in the original RFQ. Questions regarding this addendum should be directed to DAS.CS.RFQ@ct.gov.

Addendum Item No. 1:
• QUESTION: During the Preconstruction phase, please clarify the role of the CA in “performing a PLA needs assessment/study to determine the requirement of a PLA”. Is the assessment a comparison between a PLA and a traditional trades bidding process? Is the CA to include the services of a consultant for this task?
• RESPONSE: The CA will not be required to perform a PLA needs assessment/study.
Addendum Item No. 2:
• QUESTION: During the Construction phase, please clarify the role of the CA in “managing all claims and disputes”.
Are these claims and disputes between the CMR and subcontractors or between various project teams and the Owner, or other types of claims and disputes? Will the CA act as a facilitator to these disputes or will the CA need legal and contractual assistance in managing this process?
• RESPONSE: Regarding “managing all claims and disputes”, refer to the 0600 Construction Administration Procedures Manual (CAPM) including but not limited to section 2.4.10. The CAPM is a critical document for use in determining expectations, in conjunction with other relevant project documents such as Article 38 of the General Conditions [for CMR] which is referenced in the CAPM.
