Minimum qualifications require at least five years of experience providing grants management services to public agencies or affordable housing organizations, demonstrated experience working with public agencies in a similar capacity, legal authorization to conduct business in California, and registration with the System for Award Management (SAM). The scope encompasses an integrated platform capable of handling multiple federal, state, and local funding sources and complex asset management requirements across housing programs.
The initial contract term is seven years with three optional one-year renewal periods exercisable at the County's sole discretion, requiring thirty days' written notice prior to term expiration. The agreement will exceed $200,000 under the County's standard contract template framework.
Evaluation criteria are weighted as follows: Relevant Experience and Qualifications (30 points), Proposed Approach and Methodology (25 points), Staffing Plan and Key Personnel (20 points), Fee Proposal (15 points), References (10 points), and Local Business Preference (10 points). The County will award to the responsive, responsible proposer offering overall best value and reserves the right to reject any or all proposals or procure through alternative means.
A non-mandatory pre-proposal meeting is scheduled for October 13, 2026 at 10:00 a.m. via Zoom. Questions and comments are due October 16, 2026 at 5:00 p.m. Interviews are tentatively scheduled for December 1, 2026, with anticipated contract award on December 15, 2026.
