About this opportunity

Tri-County Electric Cooperative (TCEC) has issued a Request for Proposal (RFP) for Grant Management Services, targeting qualified contractors to assist with disaster-related grant applications and management, primarily focused on FEMA funding. The procurement opportunity covers TCEC's service area spanning Madison, Jefferson, Taylor, and portions of Dixie Counties in Florida, with proposals due by September 26, 2025. Contractors will be responsible for comprehensive grant management activities including identifying funding sources, preparing and submitting grant applications, coordinating with federal and state agencies, tracking expenditures, and managing grant closeout procedures. The evaluation process will utilize a 100-point scoring system, with points allocated across cost effectiveness (20 points), technical approach (20 points), experience and qualifications (30 points), and similar projects and references (30 points). Contractors must achieve a minimum score of 70 points to be considered "Qualified" for the contract. The anticipated contract term will not exceed two years, with initial contract negotiations estimated for October 2025. All work must strictly comply with federal regulations, specifically 2 C.F.R. Part 200, and adhere to FEMA's rules and guidance.

The RFP does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. Contractors must demonstrate comprehensive insurance coverage, including Workers' Compensation, Commercial General Liability, Commercial Automobile Liability, and Professional Liability. While specific budget ranges are not detailed, the contract will be primarily funded through FEMA grants, with pricing structured on hourly rates for various labor categories such as Project Executives, Project Managers, Public Assistance Specialists, and Administrative Support. The procurement appears open to private consulting firms and grant management specialists with demonstrated experience in federal disaster-related grant applications. Potential respondents should have robust capabilities in navigating complex federal grant processes, strong relationships with federal and state funding agencies, and a proven track record of successful grant submissions and management. The cooperative's geographic service area and the specialized nature of the grant management services suggest a targeted procurement seeking highly qualified and experienced contractors.
