About this file
This is a Notice of Bid Award Letter issued by Tri-County Electric Cooperative (TCEC), a Florida-based electric distribution cooperative serving over 20,000 customers across Madison, Jefferson, Taylor, and portions of Dixie Counties. TCEC awarded its Request for Proposal for Grant Management Services (Bid #2025-002-GMS) to Tidal Basin Government Consulting, LLC, with Thomas Howell Ferguson, PA and Nichols Cauley listed as associated parties. The award was issued on November 10, 2025, and a formal contract was to be sent promptly following the award notification. The original RFP, issued with a September 26, 2025 proposal deadline, sought qualified contractors to provide comprehensive grant management services focused on disaster-related grant applications and management, primarily for FEMA funding. The anticipated contract term does not exceed two years, with initial contract negotiations estimated for October 2025.
The evaluation process employed a 100-point scoring system allocating points across cost effectiveness (20 points), technical approach (20 points), experience and qualifications (30 points), and similar projects and references (30 points), with a minimum qualifying score of 70 points. Pricing was structured on hourly rates for various labor categories including Project Executives, Project Managers, Public Assistance Specialists, and Administrative Support. The contract is to be funded through FEMA grants, with work required to comply strictly with federal regulations, specifically 2 C.F.R. Part 200 and FEMA guidance. Contractors were required to demonstrate comprehensive insurance coverage including Workers' Compensation, Commercial General Liability, Commercial Automobile Liability, and Professional Liability. TCEC, as an electric distribution cooperative, does not meet the definition of a state and local government agency under Florida Statute Title X, Chapter 119, and therefore reserved the right to protect its privacy and that of its bidders and vendors by not making RFP submissions publicly available.
