About this opportunity

The State of Utah is issuing a Request for Information regarding H.B. 195 Precious Metals, with responses due July 20, 2026. This RFI is not a procurement process and does not constitute an offer, acceptance, or binding contract; it is intended to gather vendor input, comments, and suggestions to inform whether the State will issue a subsequent invitation for bids or request for proposals and to determine the appropriate procurement method.

Vendors must submit all communications through RFI responses or the question-and-answer period; direct contact with the State regarding this RFI is prohibited. Information submitted is protected under Utah Code Section 63G-2-305. Vendors may assert confidentiality protections for trade secrets and commercial financial information by completing the Business Confidentiality Claim form and submitting both redacted and non-redacted versions of their responses. A confidentiality claim does not guarantee protected classification status if the State receives a subsequent public-records request under the Government Records Access and Management Act. If a vendor fails to upload a redacted version, the Division of Purchasing will not perform redactions on behalf of the vendor.

Any formal procurement will require the State to follow standard procurement procedures or applicable exceptions under Part 8 of Utah procurement requirements. The scope, budget, timeline for a potential subsequent solicitation, and specific details regarding precious metals procurement have not been disclosed in this RFI phase.
