About this opportunity
The Madison Metropolitan School District (MMSD) is issuing Request for Bid (RFB) #4153 for a middle school supplemental digital resource in English and Spanish Language Arts. The procurement seeks an adaptive digital platform specifically designed to support adolescent learners in literacy, word recognition, and reading comprehension aligned with the science of reading. Key deliverables include a diagnostic assessment tool capable of evaluating students' encoding within Ehri's Phases, vocabulary skills, genre-specific sentence structures, and world knowledge. The resource must provide an online platform that enables targeted intervention during academic extension time, with robust data reporting capabilities to track student progress against grade-level reading standards. The bid requires vendors to submit one hardcopy original, one electronic version, and one additional hardcopy by July 30, 2025, at 2:00 PM CST, with intended implementation for the 2025-26 school year. An initial vendor-provided professional learning session is scheduled for Tuesday, August 26, 2025, from 9:00 AM-12:00 PM. The district is specifically looking for a supplemental resource, not a core instructional tool, that can help close learning gaps and provide detailed insights into individual student skill development.
The RFB does not explicitly mention specific set-aside designations or restrictions on respondent types. The procurement appears open to educational technology vendors capable of meeting the specified technical and pedagogical requirements. While no incumbent vendors are listed, the district is seeking a solution that can integrate with existing academic intervention frameworks. The document does not specify a precise budget range or award value, leaving financial parameters to be determined through the competitive bidding process. The district reserves the right to accept or reject any bid, indicating flexibility in vendor selection. As a tax-exempt government entity, MMSD will evaluate potential solutions based on their ability to provide comprehensive diagnostic capabilities, adaptive learning experiences, and robust data reporting mechanisms that support individualized student learning in literacy. The ultimate goal is to select a vendor that can provide a sophisticated, research-aligned digital platform supporting middle school literacy intervention.
Opportunity text
The district is seeking a supplemental resource that is digital and adaptive for middle school, adolescent learners in literacy for English and biliteracy in Spanish that offers targeted learning specific to word recognition and reading comprehension, and in alignment with the science of reading. The resource should also serve as a diagnostic tool for ELA & SLA. Specifically, to understand (1) students' encoding within Ehri's Phases, (2) vocabulary, (3) genre-specific sentence structures, and (4) world knowledge. These four variables are identified in research as the underpinning skills required to achieve word recognition and language comprehension. This product is not a core instructional resource-it will be used to target student needs through an adaptive digital platform that they will access during each school's intervention, or Academic Extension, time. Beyond the adaptive digital platform for students, we are intending to build teacher understanding of teaching via the science of reading through this product by connecting the diagnostic assessment results to the identified student specific skills and materials for teaching in small groups. We are seeking a data system through this product that will show students' progress in terms of grade level reading standards as well as student specific skills needs identified through the diagnostic assessment.
