About this opportunity
The Oregon Department of Human Services (ODHS), specifically the Office of Resilience and Emergency Management (OREM), is seeking qualified vendors to provide on-call feeding and bottled water delivery services for emergency response scenarios throughout the state of Oregon. This Request for Applications (RFA) aims to establish multiple price agreements with contractors capable of delivering meals, food boxes, bottled water, and meal cards/vouchers to agency clients during declared emergencies, disaster events, extreme weather incidents, or other situations requiring mass care support services. Vendors must be prepared to deliver services to designated locations across Oregon, with the ability to offer large-scale meal preparation, small-scale meal preparation, on-site meal preparation, food box preparation, and bottled water services. The initial contract term is anticipated to run through June 30, 2025, with potential extensions up to 7 years. Interested applicants must meet minimum qualifications related to licensing, certification, and experience, and will be evaluated based on their ability to provide comprehensive emergency feeding services. A pre-application meeting is scheduled for January 22, 2024, though attendance is not mandatory. Applications will be accepted continuously until the closing date of June 30, 2025.
The RFA includes a Certified Disadvantaged Business Outreach Plan that encourages participation from minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses. Applicants are required to describe their strategies for soliciting certified firms for potential subcontracting opportunities and must report the identity and value of any subcontracts to the Oregon Certification Office for Business Inclusion and Diversity (COBID). Vendors with 50 or more full-time employees and contracts exceeding $500,000 must obtain a Pay Equity Compliance Certificate. The procurement does not specify a predetermined award value or budget range, and ODHS does not guarantee a minimum or maximum quantity of services to be ordered. Pricing will be negotiated with selected contractors, with the ability to request rate adjustments every six months. Applicants must provide all-inclusive rates covering travel, fuel, delivery charges, and meal packaging. The agency will only pay for actual services provided and completed during emergency response scenarios, with funding to be allocated as needed for declared emergency or disaster events.
