About this opportunity

The Oregon Department of Human Services, Office of Resilience and Emergency Management, is soliciting applications for on-call feeding and bottled water delivery services under RFA S-10000-00016919, with applications accepted continuously through December 31, 2026 at 3:00 p.m. PST. Multiple price agreements will be awarded; no minimum or maximum service volume is guaranteed.

The scope encompasses large-scale meal preparation (up to 1,500 meals daily), small-scale meal preparation (up to 300 meals daily), onsite meal preparation, food box preparation and delivery (21 meals per box), meal card or voucher coordination, Meals Ready to Eat (MREs), hydration aid products, and bottled water delivery in various container sizes. Services will be delivered throughout Oregon to clients affected by declared emergencies, disasters, extreme weather, or other mass-care incidents. Applicants may select one or multiple service categories and must identify their service areas by county or radius from their business location. All meals must accommodate cultural, religious, and medical dietary requirements and comply with federal, state, and local food safety standards.

Minimum qualifications include valid Oregon food handler's cards or food manager certifications for staff preparing meals or food boxes; Oregon-licensed meal preparation facilities; valid Commercial Driver's Licenses where applicable; and a minimum of one year of relevant experience in the selected service area. Applicants offering meal card or voucher services must have sufficient capital to initially fund cards, as ODHS will not provide advance funding.

Price agreements are effective July 1, 2026 (or upon final execution), expire October 31, 2027, and may be extended up to a total of seven years. Applicants must submit current all-inclusive service rates covering travel, fuel, delivery, and packaging, differentiated by customer category where applicable. Rates are negotiated during price agreement finalization. Contractors must carry Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), and Workers' Compensation coverage, with the State of Oregon named as an additional insured. Application review is anticipated within approximately 60 calendar days of receipt. The Agency encourages participation from certified disadvantaged business enterprises, minority-owned businesses, women-owned businesses, service-disabled veteran-owned businesses, and emerging small businesses.
