About this opportunity
The State of Michigan's Department of Technology, Management and Budget (DTMB) is seeking proposals for the procurement and provision of replacement printing equipment through RFP 240000001565. The solicitation encompasses two separate contract opportunities: three high-speed production cut-sheet toner printers and one cutsheet inkjet printer system, with vendors permitted to bid on one or both printer types. The toner printers must support a minimum duty cycle of three million black and white images monthly at 200 duplexed pages per minute (100 ppm single-sided) with 95% of volume expected to be duplexed, accommodate multiple file types including AFP, ASCII, IPDS, PCL, PDF, and Postscript, support various paper sizes and stock types, and include one unit with a saddle stitch booklet maker capability; one of the three toner printers must replace existing Xerox Nuvera 314 and 288 equipment. The inkjet solution must handle approximately 1 million black and white images and 300,000 color images monthly across multiple paper sizes including 8.5x11, legal, tabloid, and 12x18 sheets, and must achieve 3,000 single-sided impressions per hour on 23"x29" sheet sizes while replacing existing Xerox Nuvera 288, iGen 150, Brenva, and Halm iJet equipment. Deliverables include equipment delivery within 30 calendar days of a Delivery Order, consumables within 45 calendar days, and installation completion within 45 days using a rolling transition model; contractors must provide 24-hour technical support Monday through Friday for two printers and 8-hour coverage for a third printer with 30-minute response times and 3-hour on-site service requirements. The contract term extends for the equipment's useful life with pricing fixed and firm throughout, and all-inclusive pricing must encompass delivery, installation, setup, maintenance, software updates, usage-based click charges, and removal/trade-in of existing equipment. Evaluation criteria are weighted at 100 technical points, with only proposals scoring 80 or higher having pricing evaluated; evaluation factors include Statement of Work compliance, vendor experience questionnaire responses, company background, prior performance, total cost of ownership, and qualified disabled veteran/service-disabled veteran-owned business status. An optional pre-proposal meeting is scheduled for June 10, 2024, at 9:30 a.m. Eastern via Microsoft Teams; written questions must be submitted by June 14, 2024, at 11:50 a.m. Eastern with answers posted by June 28, 2024, at 5:00 p.m. Eastern; proposals must be submitted electronically through www.michigan.gov/SIGMAVSS no later than July 12, 2024, at 11:50 a.m. Eastern with an anticipated contract begin date of October 1, 2024.
The State has not designated specific set-aside categories, though contractors must warrant that fees and terms are comparable to or better than those offered to other commercial or government customers. If subcontractors performing more than 20% of deliverables are utilized, at least 20% of subcontracted work must be awarded to Michigan-based Geographically Disadvantaged Business Enterprises. The State reserves the right to award multiple contracts, split awards, or award by contract activity, and the contract extends to MiDEAL members including local units of government, school districts, universities, community colleges, and nonprofit hospitals. Contractors must maintain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, with the State named as additional insured, along with workers' compensation and employers' liability coverage; all insurers must maintain an A.M. Best rating of A- VII or higher. Service Level Agreements include 5% to 10% invoice credits for delivery failures, and liquidated damages of $5,000 plus $100 per day apply for late or improper completion with $1,000 per individual per day for unauthorized removal of key personnel. No specific budget or award value is stated in the documentation; however, the contract is valued under the $250,000 threshold requiring State Administrative Board approval, and the five-year contract term (October 1, 2024, through September 30, 2029, with options for three additional one-year renewal periods) represents a significant procurement commitment for ongoing printing services and equipment maintenance.
