About this opportunity

Clay County, Florida is seeking quotations for the replacement of four 40-yard compactor receiver boxes at Environmental Convenience Centers (ECCs) located in Keystone Heights, Doctors Inlet, Clay Hill, and Long Bay. The procurement aims to replace aging waste management infrastructure that is over 20 years old and no longer suitable for safe transport. Specific technical requirements include receiver boxes with a 22-foot length, 105-inch height, 96-inch width, heavy-duty industrial-grade construction featuring fully welded design, reinforced structural steel frame, and 10-gauge steel walls and floor. Delivery is required to the Rosemary Hill Solid Waste Facility at 3545 Rosemary Hill Road in Green Cove Springs, with project completion expected within 30-45 days from the order date. The Request for Quotation (RFQ #24/25-104) was released on June 27, 2025, with quotations due by July 8, 2025, at 4:00 pm. Interested vendors can schedule a site visit by contacting Jamey Wilkes at (904) 284-6374 ext. 2219 to review current equipment and specifications.

The county demonstrates a preference for local businesses and requires comprehensive documentation from potential contractors, including detailed supplier questionnaires covering local business status, insurance, workers' compensation, and conflict of interest disclosures. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the county reserves the right to evaluate bidders based on qualifications, character, responsibility, and financial capabilities. The project includes standard contractual protections such as a two-year warranty covering labor and materials, performance and payment bonds, and electronic funds transfer payment mechanisms. Contractors must provide comprehensive documentation including W-9 forms, certification of payment forms, and comply with all county procurement regulations. Though specific budget ranges are not detailed in the documents, the procurement involves four complete 40-yard compactor receiver boxes with associated delivery, suggesting a significant capital investment in waste management infrastructure for the county.
