About this opportunity

The Board of Regents of the University System of Georgia, on behalf of College of Coastal Georgia, is soliciting sealed bids for replacement of the #2 Chiller on the Camden Campus in Kingsland, Georgia under Design-Bid-Build with bids due October 19, 2021 at 2:00 PM and a mandatory pre-bid conference on September 28, 2021 at 10:00 AM. Six contractors have been pre-qualified and approved to bid under Addendum #1 (effective October 1, 2021): Air Management Systems, Bill Williams Air Conditioning & Heating, H.A. Sack Company, JM Clayton, Mock Plumbing & Mechanical, and Y-Delta. Bidders must acknowledge receipt of both Addendum #1 and Addendum #2 on the bid form or face disqualification.

The scope comprises procurement and installation of a 200-ton centrifugal chiller to replace existing Chiller #2, replacement of the associated 10 HP chilled water pump (CP-2) with new electrical infrastructure (new 350-ampere, 3-phase circuit breaker and combination starter), demolition of existing equipment, piping connections to chilled water, condenser water, and hot water systems, and coordination with existing building mechanical systems in Room 131H. Construction documents are dated September 13, 2021, prepared by NBP Engineers, Inc. (Project CCGA-2201). Addendum #2 adds Section 23 0515 (Enclosed Motor Controllers) as a contract requirement and modifies technical specifications on Sheets M301 and M302 to relocate pumps to match existing site conditions.

The contract will be awarded on a lump-sum basis to the lowest responsive and responsible bidder within budget. A bid bond of not less than 5 percent of the bid amount is required at submission; performance and payment bonds equal to 100 percent of the contract sum are required prior to execution. Bidder responsibility evaluation includes debarment status, prior terminations for cause on public works contracts, current ratio of 1.0 or higher, Workers' Compensation Experience Modification Rate not exceeding 1.2 average over three years, and demonstrated ability to complete public works projects. Bidders must comply with Georgia Security and Immigration Compliance Act requirements and the Immigration Reform and Control Act. All bids remain open for 35 days following opening. The Owner reserves the right to reject all bids if over budget or to negotiate with the lowest responsive and responsible bidder if all bids exceed budget. Bidding documents are available from NBP Engineers, Inc. (sholloway@nbpengineers.com or emoore@nbpengineers.com) for a refundable deposit.
