About this opportunity

The City of Tucson's Business Services Department is soliciting a Request for Proposal (RFP No. 250074) for Repair and Service of Laundry Equipment and Appliances, seeking qualified firms to provide preventative maintenance and repair services for commercial and residential appliances. The procurement encompasses a comprehensive range of equipment including ranges, ovens, refrigerators, freezers, dishwashers, clothes washers, dryers, and extractor machines across multiple municipal facilities such as recreation centers, fire stations, senior centers, and public service buildings. The primary deliverables include a one-time initial inventory of city-owned equipment within the first three months of the contract, detailed preventative maintenance, on-call repair services, and comprehensive documentation of all maintenance activities. The initial contract term is one year, with potential extensions for up to four additional one-year periods. A pre-submittal conference is scheduled for Monday, June 23, 2025, at 11:00 am, with proposal submissions due on Wednesday, July 9, 2025, at 2:00 pm local Arizona time. Qualified firms will be expected to perform detailed equipment inspections, conduct maintenance tasks, and provide repair services following specific guidelines for each equipment category.

The RFP indicates potential for multiple contract awards and includes provisions for cooperative purchasing, allowing other public agencies to potentially utilize the contract. The solicitation emphasizes compliance with several federal regulations, including HUD maintenance wage rate determinations and Section 3 requirements, which prioritize economic opportunities for low-income individuals. Contractors must adhere to living wage ordinances, energy star standards, and various federal and local regulations. Specific compliance requirements include Section 3 program guidelines mandating that 25% of total labor hours be worked by Section 3 workers and 5% by Targeted Section 3 workers. Businesses can qualify as Section 3 business concerns through specific ownership and labor hour criteria. While exact budget allocations are not disclosed, the RFP suggests a comprehensive approach to equipment maintenance that allows for flexible vendor engagement. Additional federal compliance documents attached to the solicitation, such as ARPA Terms and Conditions and FTA Terms and Conditions, indicate potential funding sources and additional regulatory requirements for contractors.
