About this opportunity
The City of Austin is requesting bids for rental, delivery, maintenance, and service of portable toilets and shower facilities on an annual, monthly, weekly, or daily basis under IFB 5000 ACA1012, with bids due September 7, 2026 at 2:00 p.m. CT. The contract will be funded in whole or in part through federal assistance (FEMA and state sources) and is subject to federally required contract clauses including domestic preference for U.S.-manufactured goods, debarment compliance, prohibition on covered telecommunications equipment, and Byrd Anti-Lobbying Amendment certification for contracts exceeding $100,000.
The scope encompasses portable toilets (standard and ADA-compliant), portable shower trailers, and wastewater tank servicing to support emergency response, disaster operations, planned events, and continuity of operations. The City estimates annual demand of approximately 10–30 units for yearly rentals, 1,282 units for monthly rentals across multiple service frequencies, 215 units for weekly rentals, 150 units for daily rentals and special events, and 32 portable shower trailer units in various configurations. All pricing must be all-inclusive with no separate charges for administrative costs, overhead, shipping, transportation, or per diem. The City reserves the right to award a single contract or multiple awards based on individual line items or combinations deemed most advantageous.
The City applies a local business preference discount of 5 percent for bids up to $500,000 or 3 percent for bids between $500,000 and $50 million, and a small business preference discount of identical percentages; businesses qualifying as both local and small receive both discounts cumulatively. These discounts apply for evaluation purposes only and do not apply to the resulting contract. The contract term is indefinite regarding quantities; contract extensions are available at the City's sole discretion and any holdover period will not exceed 180 calendar days. Pricing is fixed for the first twelve months; after the initial period, price adjustments may be requested on the anniversary date, not to exceed the percentage change in the Bureau of Labor Statistics Truck Transportation index, with a maximum adjustment cap of 25 percent per line item. Questions are due August 25, 2026 at 3:00 p.m. CT. The contract includes Living Wage Program requirements and wage theft compliance obligations. Addendum 1 was posted August 10, 2026; bidders must acknowledge receipt in their submissions.
