About this file

This is a Solicitation Addendum (Addendum No. 3) issued by the City of Austin Financial Services – Central Procurement for IFB 5000 ACA1012, regarding the rental of portable toilets and shower facilities. The City is seeking bids for rental, delivery, maintenance, and service of portable toilets and portable shower trailers on an annual, monthly, weekly, or daily basis to support emergency response, disaster operations, planned events, and continuity of operations. Estimated annual demand includes approximately 10–30 units for yearly rentals, 1,282 units for monthly rentals across multiple service frequencies, 215 units for weekly rentals, 150 units for daily rentals and special events, and 32 portable shower trailer units in various configurations. The solicitation closing date is September 7, 2026 at 2:00 p.m. CT, with questions due August 25, 2026 at 3:00 p.m. CT. The contract term is indefinite regarding quantities, with extensions available at the City's sole discretion and any holdover period not to exceed 180 calendar days. Addendum 1 was posted August 10, 2026, and acknowledgment of addenda receipt is required in all submissions.

All pricing must be all-inclusive with no separate charges for administrative costs, overhead, shipping, transportation, or per diem. The City applies a local business preference discount of 5 percent for bids up to $500,000 or 3 percent for bids between $500,000 and $50 million, and a small business preference discount of identical percentages; businesses qualifying as both local and small receive both discounts cumulatively, though these apply for evaluation purposes only and do not apply to the resulting contract. Pricing is fixed for the first twelve months; after the initial period, price adjustments may be requested on the anniversary date, not to exceed the percentage change in the Bureau of Labor Statistics Truck Transportation index, with a maximum adjustment cap of 25 percent per line item. The contract is funded in whole or in part through federal assistance (FEMA and state sources) and is subject to federally required contract clauses including domestic preference for U.S.-manufactured goods, debarment compliance, prohibition on covered telecommunications equipment, and Byrd Anti-Lobbying Amendment certification for contracts exceeding $100,000. The City also applies Living Wage Program requirements and wage theft compliance obligations. The City reserves the right to award a single contract or multiple awards based on individual line items or combinations deemed most advantageous.
