About this file

This is a Solicitation Addendum No. 3 issued by Austin Financial Services - Central Procurement for the City of Austin regarding Invitation for Bid (IFB) 5000 ACA1012 for the rental, delivery, maintenance, and service of portable toilets and shower facilities. The solicitation encompasses portable toilets in standard and ADA-compliant configurations, portable shower trailers, and wastewater tank servicing to support emergency response, disaster operations, planned events, and continuity of operations. The City estimates annual demand of approximately 10-30 units for yearly rentals, 1,282 units for monthly rentals, 215 units for weekly rentals, 150 units for daily rentals and special events, and 32 portable shower trailer units in various configurations. The original bid deadline of September 7, 2026 has been extended to September 15, 2026 at 2:00 p.m. CST per this addendum. Questions were due August 25, 2026 at 3:00 p.m. CT. The contract term is indefinite regarding quantities, with contract extensions available at the City's sole discretion and any holdover period not to exceed 180 calendar days.

All pricing must be all-inclusive with no separate charges for administrative costs, overhead, shipping, transportation, or per diem. Pricing is fixed for the first twelve months; after the initial period, price adjustments may be requested on the anniversary date, not to exceed the percentage change in the Bureau of Labor Statistics Truck Transportation index, with a maximum adjustment cap of 25 percent per line item. The contract will be funded in whole or in part through federal assistance from FEMA and state sources and is subject to federally required contract clauses including domestic preference for U.S.-manufactured goods, debarment compliance, and Byrd Anti-Lobbying Amendment certification for contracts exceeding $100,000. The City applies a local business preference discount of 5 percent for bids up to $500,000 or 3 percent for bids between $500,000 and $50 million, and a small business preference discount of identical percentages; businesses qualifying as both local and small receive both discounts cumulatively for evaluation purposes only. The City reserves the right to award a single contract or multiple awards based on individual line items or combinations deemed most advantageous. Offerors must acknowledge receipt of this addendum and return one copy with their response prior to the solicitation closing date, or face potential rejection.
