About this opportunity
The Florida Department of Environmental Protection's Bureau of Procurement & Contracting Services is issuing Invitation to Bid (ITB) 2026009 for the removal and replacement of a hydropneumatic pressure tank at Rodman Campground in Palatka, Florida. This fixed-price procurement solicits qualified vendors to disconnect and remove an existing ASME-certified hydropneumatic pressure tank and install a new 1,500-gallon horizontal hydropneumatic pressure tank constructed from carbon steel with a 150 psi working pressure rating, along with associated components including a white water compressor, pressure switches, ball valves, solution tank, Schedule 80 PVC piping and fittings, relief valves, electrical wiring, brass valves, and a spigot. Respondents must possess a current, valid Florida general contractor license or plumber license, be registered with MyFloridaMarketPlace, and complete all work within four business days of the start date, with a 10 percent daily payment reduction penalty for delays beyond this timeframe. The mandatory pre-response site visit is scheduled for February 2, 2026, at 9:30 AM; written questions must be submitted by February 9, 2026, with responses posted by approximately February 17, 2026; proposals are due March 2, 2026, at 3:00 PM at the DEP Procurement Section in Tallahassee; and the public opening will occur March 3, 2026, at 10:00 AM via teleconference, with an anticipated award date of March 16, 2026. Award will be made to the responsible and responsive respondent submitting the lowest total price based on lump-sum fixed pricing for all disconnection, removal, disposal, delivery, and installation work, with the contract term extending from execution through June 30, 2026.
A Florida-based business preference applies to this procurement: if the lowest bid originates from a vendor outside Florida whose state grants preference to in-state vendors, the Department will award to the lowest Florida-based vendor; otherwise, a 5 percent preference is applied to out-of-state vendors. In the event of tied pricing, preference will be given to certified minority-owned or veteran-owned businesses, or businesses with the smallest net worth, though no specific set-aside percentages are designated for disadvantaged enterprises. No incumbent vendors or existing contractors are identified in the solicitation documents. The contract budget is established at a fixed maximum of $55,000 for completion of all services, with no obligation for the Department to reimburse additional costs incurred by the contractor. Successful contractors must maintain commercial general liability insurance with minimum limits of $250,000 per occurrence and $500,000 aggregate, along with workers' compensation and automobile insurance as applicable, and must comply with E-Verify employment verification procedures and various statutory certifications regarding vendor status and employment practices. Subcontractors may only be utilized for tank removal, with the prime contractor remaining fully responsible for all subcontracted work performance.
