About this file
This addendum to DEP Solicitation No. 2026009, issued by the Florida Department of Environmental Protection's Procurement Section on February 13, 2026, provides clarification responses to prospective vendors regarding the removal and replacement of a hydropneumatic pressure tank at Rodman Campground in Palatka, Florida. The addendum addresses a specific technical question regarding the center-to-center distance measurement on the stanchions between the legs of the hydropneumatic pressure tank, clarifying that this distance is 115 inches. This document serves as supplementary guidance for vendors preparing responses to the invitation to bid, which requires completion of disconnection, removal, disposal, delivery, and installation of a new 1,500-gallon horizontal hydropneumatic pressure tank with associated components within four business days of the start date. The mandatory pre-response site visit occurred on February 2, 2026, at 9:30 AM, with written questions previously due by February 9, 2026, proposals due March 2, 2026, at 3:00 PM, public opening scheduled for March 3, 2026, at 10:00 AM via teleconference, and an anticipated award date of March 16, 2026.
Award will be made to the responsible and responsive respondent submitting the lowest total price based on fixed lump-sum pricing, with a contract budget maximum of $55,000 covering all work and no obligation for the Department to reimburse additional costs. A Florida-based business preference applies to this procurement; if the lowest bid is from an out-of-state vendor whose state grants preference to in-state vendors, the Department will award to the lowest Florida-based vendor; otherwise, a 5 percent preference is applied to out-of-state vendors. In the event of tied pricing, preference will be given to certified minority-owned or veteran-owned businesses, or businesses with the smallest net worth. Respondents must possess a current, valid Florida general contractor license or plumber license and be registered with MyFloridaMarketPlace. Successful contractors must maintain commercial general liability insurance with minimum limits of $250,000 per occurrence and $500,000 aggregate, along with applicable workers' compensation and automobile insurance, and must comply with E-Verify employment verification procedures and statutory certifications.
