About this opportunity

Wakulla County is requesting statements of qualifications from professional engineering firms for surveying, flood risk reduction analysis, engineering design, plans preparation, permitting coordination, and bid proposal preparation services for Phase 1 of the Wakulla Gardens Stormwater Infrastructure project under RFQ 2026-09, with proposals due June 8, 2026.

Phase 1 is a planning and design phase with no construction. The scope encompasses evaluation and development of flood risk reduction measures within the Wakulla Gardens subdivision in Wakulla County, including the Cypress Quarters CDP. Phase 2, not included in this RFQ, is anticipated to include acquisition of approximately sixteen parcels and construction of six stormwater retention basins designed to provide protection against the 10-year storm event.

The source does not identify an estimated contract value, contract term, evaluation criteria, or timeline for questions and pre-bid activities for the RFQ itself. No incumbent is named.

The source also identifies two related but separately issued construction solicitations: the City of Newberry is requesting bids under ITB 2026-09 for Historic Newberry Power Plant Phase 1 restoration (bids due June 9, 2026), and the Jefferson County Board of County Commissioners is requesting bids under ITB 2026-09 for widening and resurfacing CR 149 Boston Highway Phase I from SR 57 to Still Road (bids due June 4, 2026). The Historic Newberry Power Plant project requires compliance with the Secretary of the Interior's Standards and Guidelines; bidders must hold a valid Florida Certified or Registered General Contractor License, maintain at least three years of Florida experience under the current business name, and carry General Liability, Workers' Compensation, and Automobile Liability insurance. Lead-based paint was detected during testing on December 23, 2025; the contractor is responsible for all lead abatement. Liquidated damages of $250 per calendar day apply for failure to meet the December 31, 2026 completion deadline. The pre-bid conference and site visit is May 14, 2026 at 10:00 AM EST; questions are due May 28, 2026. The Boston Highway project evaluation criteria include ability and capacity to perform within specified timeframes, character and integrity, quality of previous contract performance, compliance with applicable laws, financial resources and stability, and qualifications of personnel and licensing. A Cone of Silence was imposed from May 8, 2026 through issuance of the Notice of Award.
