About this opportunity

Collin County is seeking qualified suppliers for the removal, potential sale, or disposal of approximately 12,000 gallons of diesel fuel currently stored in an underground storage tank through Invitation for Bid (IFB) #2025-243. The procurement requires mandatory pre-bid meetings on June 24 and June 26, 2025, at the Collin County Facilities Central Plant, where interested bidders can voluntarily sample and test fuel using their own equipment. Bidders must submit sealed bids by 2:00 PM on July 10, 2025, to the Purchasing Agent in McKinney, TX. The county will evaluate bids based on three potential scenarios: removal of diesel fuel, disposal through a licensed waste management facility, or potential purchase of the fuel. Suppliers must provide comprehensive insurance coverage, including commercial general liability, workers' compensation, commercial automobile liability, umbrella liability, and pollution liability. The county reserves the right to award the contract to the bidder offering the highest purchase price less removal/disposal costs or the lowest removal/disposal costs if the fuel is deemed unsuitable for immediate use.

No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly noted in the procurement documents. The estimated contract value is approximately $40,000, though the actual value may fluctuate based on the final fuel quantity and condition. Bidders are required to complete standard procurement documentation, including a Conflict of Interest Questionnaire and W-9 form. While no incumbent vendors were identified, the county emphasized that suppliers submitting purchase prices without fuel sampling would do so at their own risk. The contract is expected to commence upon award and be completed by August 7, 2025. The diesel fuel in question has been stored for 3-4 years, and the county will provide a Certificate of Analysis from the final fuel delivery to support the bidding process. Interested vendors must demonstrate the capability to safely remove, test, and either purchase or dispose of the diesel fuel in compliance with all relevant regulations.

Opportunity text

Collin County is seeking to identify a supplier for the purpose of removing, and then purchasing or disposing of an estimated amount of 12,000 gallons of diesel fuel, currently located in an underground storage tank. Suppliers will have an opportunity to pull a fuel sample during the mandatory pre-bid meetings, and have the fuel tested at no charge to the County. Fuel testing equipment/kits will NOT be provided for fuel sampling. It will be the responsibility of the supplier attending the mandatory pre-bid meeting(s) to supply their own testing equipment/kits. Testing is not required by the County, but any interested bidder wanting to submit a purchase price but does not take a fuel sample will do so at their own risk
