About this opportunity
The Orange County Transportation Authority is requesting quotes for removal and recycling/disposal of hazardous waste, oils, and fluids, with quotes due August 18, 2026 and questions due August 4, 2026.
All responding firms must certify that they are not subject to Ukraine/Russia-related economic sanctions imposed by the State of California or the United States Government, including Presidential Executive Orders 13660, 13661, 13662, 13685, and 14065. Any individual or entity subject to such sanctions is ineligible.
The scope encompasses removal, transport, recycling, and disposal of six waste streams: approximately 30,000 gallons of used oil, 7,700 gallons of used antifreeze, 10,000 pounds of used oil and gasoline filters, used brake fluid, universal waste non-empty aerosol cans, and medical waste (typically less than 110 gallons annually per stream). Services are required at five OCTA locations: Garden Grove Base, Anaheim Base, Irvine Construction Circle Base, Santa Ana Base, and Irvine Sand Canyon Base. Pickups must occur at minimum every 90 days and on an as-needed basis within 5 business days of request; failure to meet this timeline constitutes non-compliance.
The contractor must hold a current Department of Toxic Substance Control (DTSC) registration certificate for hazardous waste hauling vehicles, maintain an active EPA number, possess current DTSC registration, and hold a current Hazardous Material License from the California Highway Patrol. All work must comply with California Code of Regulations Title 22, Division 4.5, and all pertinent federal, state, and local regulations. Destination facilities must be preapproved by OCTA with preference given to California-based facilities. The contractor must supply DOT/UN-approved drums in 30-gallon and 55-gallon sizes and provide comprehensive documentation including bills of lading, receipts, quarterly waste reports, and waste profiles within 30 days of each pickup.
The estimated contract value is $55,000 for a one-year term (July 1, 2027–June 30, 2027) under a time and expense contract type. Required insurance includes Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limits), Workers' Compensation with Waiver of Subrogation, Employers' Liability ($1,000,000 per accident), and Pollution Legal Liability ($2,000,000 per loss / $4,000,000 annual aggregate for non-hazardous facilities, or $4,000,000 per loss / $8,000,000 aggregate for hazardous disposal). Certificates of insurance must be submitted within ten calendar days of the agreement's effective date and prior to work commencement.
Award will be made to the lowest responsive and responsible firm. Firms must quote all line items in the Pricing Proposal or be deemed non-responsive. The Authority reserves the right to make an award without further discussion. The Authority will respond to all written questions by issuing a written addendum no later than August 11, 2026.
