About this file

This is a Procurement Plan for a Request for Quote (RFQ) issued by the Orange County Transportation Authority (OCTA) in California for removal and recycling/disposal of hazardous waste, oils and fluids. The Authority is seeking qualified firms to provide these services under a one-year contract term. Written questions or clarifications regarding the RFQ must be submitted no later than Tuesday, August 4, 2026, with the Authority responding through a written addendum by Tuesday, August 11, 2026. An award will be made to the lowest, responsive, and responsible firm. Firms must quote all line items in the Pricing Proposal to be considered responsive; failure to do so will result in non-responsiveness and disqualification from consideration.

The contract is valued at $55,000 for the one-year term and will be awarded on a time and expense basis. The successful contractor will be required to comply with all applicable Equal Employment Opportunity Laws and Regulations. By submitting a quote, all firms certify that they are not subject to any Ukraine/Russia-related economic sanctions imposed by the State of California or the United States Government, including Presidential Executive Orders 13660, 13661, 13662, 13685, and 14065. All firms agree to comply with the terms and conditions outlined in Exhibit B, entitled "Orange County Transportation Authority General Provisions," which is incorporated into the RFQ by reference.
