About this file
This Scope of Work document outlines hazardous waste removal and recycling/disposal services required by the Orange County Transportation Authority (OCTA) in California. OCTA generates approximately 30,000 gallons of used oil, 7,700 gallons of used antifreeze, and 10,000 pounds of used oil and gasoline filters annually, along with minor quantities of used brake fluid, universal waste non-empty aerosol cans, and medical waste (typically less than 110 gallons annually per waste stream). The contractor must provide all labor, materials, equipment, and personnel for proper removal, transport, recycling, and disposal of these six waste streams in compliance with California Code of Regulations Title 22, Division 4.5, and all pertinent federal, state, and local regulations. Services are required at five OCTA locations: Garden Grove Base, Anaheim Base, Irvine Construction Circle Base, Santa Ana Base, and Irvine Sand Canyon Base. Pickups must occur at least once every 90 days and on an as-needed basis within 5 business days of request, with pickups not completed within this timeframe considered non-compliant deviations. The contract term is one year with a budget of $55,000 and will be awarded to the lowest, responsive, and responsible firm on a time and expense basis.
The contractor must hold a current registration certificate from the Department of Toxic Substance Control (DTSC) for all hazardous waste hauling vehicles, maintain an active EPA number, possess current DTSC registration, and hold a current Hazardous Material License from the California Highway Patrol. All destination facilities must be preapproved by OCTA with preference given to California-based facilities and must comply with DTSC requirements. The contractor must supply DOT/UN-approved drums in 30-gallon and 55-gallon sizes and provide comprehensive documentation including bills of lading, receipts, quarterly waste reports, uniform hazardous waste manifests, and waste profiles within 30 days of each pickup. Written questions or clarifications must be submitted by August 4, 2026, with responses issued by addendum by August 11, 2026. Firms must quote all line items to be considered responsive, and award may be made without further discussion. Participating firms must certify they are not subject to Ukraine/Russia-related economic sanctions and agree to comply with all applicable Equal Employment Opportunity Laws and Regulations.
