About this opportunity
The School District of Manatee County, Florida has issued an Invitation to Bid (ITB) for remediation services (SDMC No. 26-0073-MR) seeking local contractors in Bradenton with rapid emergency response capabilities for fire, smoke, and water damage mitigation. The procurement aims to establish contractors who can provide comprehensive remediation services including debris removal, onsite dry out, environmental surface cleaning, contents cleaning, and repair/rebuild services. Contractors must respond to emergency calls within two hours and non-emergency calls within four hours, with services to be performed on an as-needed basis. The solicitation requires contractors to have Florida state registration, E-Verify compliance, and Level 2 background screening for personnel accessing school grounds. Bid submissions were due by 3:00 PM Eastern Time on September 24, 2025, via the VendorLink electronic procurement system, with a contract period spanning from October 29, 2025, through October 31, 2028. Evaluation criteria include hourly labor rates for supervisors, water damage restoration technicians, and general laborers, with specific pricing requirements for standard and non-standard working hours.
Nine contractors submitted bids, including AVAD Services Inc, BioResponse Corporation, Service Master DSI, Joe Taylor Restoration Inc, Servpro of Sarasota, Vetcor of Sarasota Manatee, Servpro of East Bradenton, Rytech Restoration of Central Florida, Restopros of Southwest Florida, and 1800 Water Damage of Sarasota & Bradenton. The solicitation does not specify specific set-aside designations or restrictions for disadvantaged enterprises. Contractors must maintain comprehensive insurance coverage, including $1,000,000 general liability, statutory workers' compensation, and $1,000,000 automobile liability. Pricing is structured on a time and material basis with specific markup limitations: 25% for materials, 10% for rental equipment, and 10% for subcontracted services, with no markup permitted on sales tax. During declared disaster situations, all markup items are billed at actual cost. While no guaranteed minimum contract value is specified, the comprehensive bidding process and multiple contractor selection suggest a flexible, scalable approach to remediation service procurement.
