About this opportunity
Seminole County Fleet Maintenance Division is requesting bids for refuse trailer refurbishment and repair services under IFB-5262-26/LTT, with bids due August 26, 2026 at 2:00 p.m. and questions due August 14, 2026. The County intends to execute multiple contract awards to the lowest responsive and responsible bidders to ensure operational redundancy and timely service delivery.
Services encompass structural inspection and repair, frame and body repair or replacement, walking floor and subfloor repair, door and latch repair, welding and fabrication, sandblasting, painting, electrical system repair, brake and suspension repair, kingpin and landing gear inspection, and DOT compliance upgrades. Work is performed on a time-and-materials basis with pickup and delivery of trailers provided by the contractor. All refurbished trailers must meet or exceed original equipment manufacturer specifications. Contractors must be fully licensed and certified in Florida, demonstrate proven experience with refuse trailer refurbishment or similar heavy equipment, employ qualified technicians, maintain adequate physical workspace with capacity to repair multiple trailers simultaneously, and possess DOT and safety compliance familiarity.
The contract term is three years with two successive one-year renewal options and potential extension for an additional one year upon mutual written agreement. A three-month probationary period allows the County to terminate immediately for any reason or no reason. The contract does not obligate the County to issue any minimum number of Purchase Orders. Compensation is fixed-fee based with invoicing permitted monthly as services are provided. Bid prices must remain firm for 120 days after opening and for a minimum of one year after contract execution with no cost increases authorized during the first year.
Required insurance includes Workers' Compensation (statutory with $1 million Employers' Liability), Commercial General Liability ($1 million per occurrence / $2 million aggregate), Business Auto Liability ($1 million combined single limit), Errors & Omissions ($1 million per occurrence / $2 million aggregate), and Garagekeeper's Liability ($1 million per occurrence / $2 million aggregate). Contractors must provide a six-month warranty on all workmanship from the date of County acceptance. The County reserves audit rights during the contract term and for five years after final payment. FEMA requirements may apply if the County applies for disaster recovery funding or work is performed in response to a declared disaster event.
