Broward County Transportation (BCT) is soliciting bids for the supply and delivery of brand new refrigerant recovery machines under Federal Transit Administration (FTA) funding through the U.S. Department of Transportation. The procurement seeks eight (8) ROBINAIR 17800C units, each UL1963 certified with 115VAC, 60Hz specifications, capable of safely recovering, evacuating, and recharging multiple refrigerants for transit bus fleet maintenance operations. All machines must arrive fully installed, assembled, and ready to operate immediately upon delivery, with delivery required within ten (10) business days of the County's purchase order issuance to the Broward County Transit Copans Garage Building 2, Parts Department located at 3201 W. Copans Road, Pompano Beach, Florida 33069, during normal business hours (Monday through Friday, 7:30 A.M. to 6:00 P.M., excluding County-approved holidays). Each unit must include an 18-foot hose set, external cylinder, recycling filter with 300 lbs. refrigerant capacity, operator's manual, service center listing sheet, vacuum pump and compressor oil MSDS sheets, EPA registration sheet, calibration weight, flare hose set, and a 50-pound flare fitting refrigerant tank, with a warranty guarantee of one year for labor and two years for parts. All costs including labor, shipping, delivery, offloading, and associated charges must be included in the unit price with no additional charges permitted, and delivery shall be FOB Destination. The solicitation due date is May 6, 2026, and vendors may submit requests for approved equal products prior to the solicitation deadline for the County's consideration.
The procurement does not identify set-aside designations or restrictions based on disadvantaged enterprise status, though vendors must comply with all Federal Transit Administration requirements, including federal compliance certifications, debarment and suspension verifications, and applicable USDOT funding supplement forms. Vendors are required to submit proof of insurance, including Commercial General Liability coverage of $500,000, Business Automobile Liability of $500,000 if applicable, and Workers' Compensation coverage with Broward County designated as an additional insured on a primary basis. Vendors must also complete the Vendor Questionnaire certifying current manufacturer authorization, drug-free workplace compliance in accordance with Florida Statutes Section 287.087, non-collusion, and acceptance of Visa credit card payment without additional fees, while extending the same pricing and terms to other governmental entities during the contract period. No incumbent vendors or existing infrastructure integration requirements are identified in the solicitation documents. The procurement provides for a firm fixed-price award to a single vendor with a typical contract period commencing upon award and continuing for three years with options for up to two additional one-year renewal terms, though specific budget ranges or award values are not disclosed in the available documentation.
