The scope covers design services for four deferred maintenance projects: hot water and hot water recirculating piping replacement, backup chiller upgrades, campus-wide tuck pointing and caulking, and campus-wide roof evaluation. Per the Asset Preservation Study, the five priority projects total approximately $2.95 million in construction costs. Design services delivery spans report and assessment phase, schematic design and design development, construction documents, bidding phase, construction administration with periodic on-site observation, and post-construction phase.

The anticipated contract term runs September 1, 2026 through August 31, 2028, with an option to extend an additional three years in increments determined by the state. Compensation is submitted via Exhibit B (Fee Proposal) as a percentage of budgeted or estimated construction cost, with reimbursable expenses limited to printing, plans, postage, and long-distance telephone calls. The state reimburses only for completed and accepted work.

Evaluation uses a 100-point best-value scale: key persons and specialists (20 points), work illustrating qualifications (20 points), approach and methodology (30 points), fee proposal (30 points). Insurance requirements: workers' compensation, commercial general liability $2 million per occurrence, commercial automobile liability $2 million, and professional/technical errors and omissions coverage $2 million per claim with $50,000 deductible maximum.
