About this file
This document is Addendum #2 to a Request for Proposal issued by the Minnesota Department of Administration's Real Estate and Construction Services (RECS) for design services related to deferred maintenance projects at the Minnesota Corrections Facility-Oak Park Heights in Stillwater. The addendum documents the attendance of nine firms at the mandatory meeting held on July 21, 2026, including Auromira Architects, CBS Squared Inc., Quetica LLC, Wold AE, TWP Architects, Ericksen Ellison & Associates, Inspec, Busch Architects Inc., and DLR Group. The RFP solicits full architectural, mechanical, and electrical engineering design services for four deferred maintenance projects: hot water and hot water recirculating piping replacement, backup chiller upgrades, campus-wide tuck pointing and caulking, and campus-wide roof evaluation. Site work and assessment access is restricted to Monday through Friday between 8:00 a.m. and 2:00 p.m., excluding holidays. All work will be issued in a single bid package with cost estimates provided as a lump sum, with phasing to be determined later. The anticipated contract term runs from September 1, 2026 through August 31, 2028, with an option to extend an additional three years.
The addendum addresses sixteen questions and answers clarifying project requirements, including confirmation that B3 is not required, that existing building plans and specifications will be provided to the selected consultant, and that masonry evaluation must be conducted hands-on from a lift rather than visually from the ground plane. Consultants are advised to budget for lift access to view higher wall elevations and roof areas. The state does not anticipate asbestos-containing materials but will contract with a third party to test and abate if any is encountered. Additional site assessments, such as infrared scanning of the roof, will be determined once a consultant is on board. Lidar scanning at exterior locations is permitted as an option. The addendum specifies that submissions should not include marketing materials or AI-generated content and notes that no page limit exists. Contact information for the electrical system mounted to razor wire will be provided to the awarded consultant for pricing inquiries regarding removal and reinstallation.
