About this file

This is an Asset Preservation Study document prepared by Ericksen Ellison and Associates Inc. for the Minnesota Correctional Facility (MCF) at Oak Park Heights in Stillwater, Minnesota. The study validates the scope of work and cost estimates for the facility's top five asset preservation projects to support future funding decisions. The five priority projects include: (1) Living Units - Remodel Existing Inmate Showers at $1,395,091; (2) Mechanical System Upgrade - Replace VAV Boxes and Install VFDs at $537,325; (3) Domestic Hot Water and Recirculation Piping Mains Replacement at $439,666; (4) Staff Phone System Replacement at $406,605; and (5) Firing Range Upgrade Trolley System at $172,201. The study was completed on May 13, 2016, with cost estimates in 2016 dollars assuming funding availability on July 1, 2016. The projected construction schedule for the Domestic Hot Water project includes three months for RFP and consultant selection, three months for design preparation, two months for bidding and award, and four months for construction.

All cost estimates include construction costs, construction contingency, and design fees adjusted for inflation to the mid-point of construction. For the Domestic Hot Water and Recirculation Piping Mains Replacement project specifically, the total cost of $439,666 comprises construction division costs of $243,150, general conditions of $36,473, overhead and profit of $13,981, design contingency of $29,360, inflation adjustment of $22,041, secure facility escalation of $27,600, construction contingency of $37,260, and design fees of $29,800. The study assumes that B3 requirements will not apply as these projects do not meet the threshold for such requirements. The work will minimize disruption to facility operations by scheduling water outages after hours and conducting most demolition during normal daytime hours, with limited access in the existing tunnel level necessitating creative installation approaches using the 3rd floor secure corridor.

Asset Preservation Study at Minnesota Correctional Facility

Oak Park Heights

Oak Park Heights, Minnesota

EEA Project No. 6458 RECS Project No. 78OP0023

May 13, 2016

I. STUDY OVERVIEW

A. The Minnesota Correctional Facility in Oak Park Heights desires to have a study to review their top five asset preservation requests for the purpose of validating the scope of work and cost estimate to assist them in determining which projects can be funded with future asset preservation dollars in future fiscal years. The goal of this project is to validate the project work scopes and provide an updated cost estimate for the entire project cost in current dollars.

B. The top five asset preservation projects are:

1. Living Units – Remodel Existing Inmate Showers. As in many other correctional facilities, the showers at MCF Oak Park Heights take a lot of abuse and are in poor condition. All showers in the facility except for the ones very recently upgraded with have a complete upgrade including wall, floor, and ceiling finishes, new mechanical piping and fixtures, and new lighting. Project cost is $ 1,395,091 for the complete project.

2. Mechanical System Upgrade – Replace VAV Boxes and Install VFD’s. There are 53 existing VAV boxes that are pneumatic and are not connected to the facilities BAS. These boxes will be either upgraded or replaced. The existing air handling units will have their motors replaced and new variable frequency drives added to them for improved control. Project cost is $ 537,325.

3. Domestic Hot Water and Recirculation Piping Mains Replacement. Existing domestic hot water and hot water recirc piping currently installed in the level 3 tunnel will be replaced with new mains installed in the level 3 corridor (on supports installed with the cold water main replacement project. Project cost is $ 439,666.

4. Staff Phone System Replacement. The existing staff phone system is beyond its life and can no longer be supported. The existing phone switch and handsets will be replaced with new. Project cost is $ 406,605.

5. Firing Range Upgrade Trolley System. The existing firing range target trolley system is in poor condition and should be replaced with a new target trolley and control system. Project cost is $ 172,201.

C. All costs will be in 2016 dollars and will include Construction Cost, Construction

Contingency, and Design fees. Cost estimates have been adjusted for inflation to the mid-point of construction only. It is assumed that funding is available on July 1, 2016.

D. Because each of these projects are not large enough to invoke B3 requirements, it is assumed that the requirements of B3 will not apply.

D. Each item is explained in more detail on the following pages.

IV. Domestic Hot Water and Recirculation Piping Mains Replacement

Existing Conditions:

The existing domestic hot water and hot water recirculation piping is currently at the end of its life. The system consists of mostly galvanized steel piping located in the “tunnel” level between floors 2 and 3. It is original to the facility and corrosion has started causing leaks. The runs to individual plumbing fixtures are copper and are in much better shape. There are also limited numbers of isolation valves requiring the facility to shut off hot water to a large portion of the facility in order to fix leaks. The existing water mains within the tunnel need to be replaced.

Recommendations:

Because there is limited access within the tunnel, the new piping will not be installed within the tunnel.

It will be installed in the secure corridor on the 3rd floor. New taps will run from this new piping back down into the tunnel to reconnect to the existing branch piping serving the plumbing fixtures.

During a previous project in 2014/2015, the existing domestic cold water piping was replaced in a similar manner. Because of that, the pipe supports and pipe guards needed for the new domestic hot water piping are already in place. The new water piping will be either coper or stainless steel. Stainless steel piping will be grooved/coupled. Copper piping will be either soldered or pro-press depending on the diameter. Isolation valves will be provided in each piping system within each building (8 total approximately 2.5” in size). Each new branch take off will be provided with an isolation valve (approximately 50 3/4" valves). The existing piping within the tunnel will not be demolished. Due to limited access pipe demolition within the tunnel will be cost prohibitive. It will be drained, sealed, and left in place. Work that requires water to be shut off to the living unit cells will be done overnight. Work that requires non-inmate fixtures to be shut off may be done during the day with prior approval from the facility. The following chart indicates approximate quantities and sizes for the new piping.

Pipe Size Approximate Quantity (ft)

0.5” 225

0.75” 600

1.25” 75

1.5” 2150

2” 1725

2.5” 325

4” 75

There will be a limited amount of demolition of the existing domestic hot/cold/recirculation piping (approximately 200 feet of 1” piping) within individual mechanical rooms that will be necessary to clean up the final installation.

The majority of this work will be accomplished during normal day time work hours. All water outages (when the new piping is connected to the old) are required to be done after hours to limit the disruption to the facility.
