About this opportunity

The Illinois Department of Transportation (IDOT) District 3 is seeking a vendor to supply and deliver diesel #1, diesel #2, biodiesel fuel, diesel winter additive, and gasoline on a weekly rate basis through April 30, 2028. The solicitation (B-50518) requires fuel delivery to four specified locations in Iroquois, DeKalb, and Grundy Counties: Ashkum, Buckley, Watseka, and Waterman, with deliveries occurring between 9:00 AM and 3:00 PM Monday through Friday, excluding State holidays, typically within two days of order receipt. All fuels must meet or exceed ASTM specifications, and the vendor must maintain appropriate certifications, licensing, and insurance (General Commercial Liability of $1,000,000 per occurrence/$2,000,000 aggregate and Auto Liability of $1,000,000 per occurrence). Pricing will be established through weekly adjusted rates based on DTN Energy FastRacks' posted market prices from Chicago and Rockford areas, with the vendor's bid differential plus applicable taxes applied to these rates. Bidders must submit proposals electronically through BidBuy by January 29, 2026, with bids remaining firm for 180 days from opening; bidders may submit questions or request clarification no later than seven days prior to the bid opening date. Award will be made to the lowest-cost responsive and responsible bidder per location, and the contract total amount will be determined by the State prior to execution based on estimated four-year quantities.

This procurement includes a 23 percent Business Enterprise Program (BEP) goal for minorities, women, and persons with disabilities, requiring submission of either a utilization plan demonstrating BEP-certified subcontractor participation or documentation of good faith efforts requesting a waiver; failure to submit either renders the bid non-responsive. The Veteran Small Business Program goal is zero percent, and no incumbent vendor information is specified in the available solicitation documents. Bidders must possess an active, unexpired Illinois Procurement Gateway registration or submit a Vendor Disclosure form (Forms A) with accompanying certifications and conflict-of-interest disclosures; the disclosure requirement applies to all bids regardless of value. All vendors must certify compliance with Illinois Procurement Code requirements, including prohibitions on forced labor exploitation and compliance with human rights, drug-free workplace, and environmental statutes. No bid or performance bonds are required for this procurement. The contract may be partially or fully funded with federal funds, with final funding designation to be disclosed upon award notification; the contract value is not specified in the solicitation documents and will be determined based on actual fuel consumption and market pricing.
