The scope covers comprehensive medical laboratory services—including infectious disease, toxicology, hematologic, immunologic, and clinical testing across 57 itemized tests—for youth at Baltimore City Juvenile Justice Center, Charles H. Hickey Jr. School, Cheltenham Youth Detention Center, Lower Eastern Shore Children's Center, Victor Cullen Center, and Western Maryland Children's Center. The contractor must provide same-day specimen pickup if requested by 5 p.m. Monday through Saturday, with delivery to the laboratory within 12 hours, routine test results within 24–72 hours, and COVID/influenza PCR results within 48 hours. Youth must be transported to a designated local laboratory for sample collection; phlebotomists cannot conduct collection at facilities. The contractor must maintain current Clinical Laboratory Improvement Amendments certification, College of American Pathologists accreditation, and Maryland laboratory licensure with no restrictions, and demonstrate two years of experience providing comprehensive medical laboratory services within the past five years.
The contract term is five years from the Notice to Proceed with no renewal options. Pricing is firm fixed-price for all tests on the bid form, with prices not to exceed Maryland Medicaid rates for unlisted tests, submitted across five years (Years 1–5) on the provided financial proposal form. Award will be made to the responsible bidder submitting the most favorable bid price. The contractor must provide all laboratory supplies, equipment including centrifuges, 24/7 technical support, critical value reporting, and quarterly and monthly performance reports. No MBE subcontracting goal is established. No federal funding is involved. The contractor must execute a HIPAA Business Associate Agreement, DHS Hiring Agreement, and Data Usage Agreement within five business days of award and obtain Criminal Justice Information System background checks for all personnel prior to work commencement.
