About this file

This is Amendment No. 1 to an Invitation for Bid (IFB) issued by the State of Maryland, Department of Juvenile Services (DJS), for medical laboratory services at six selected DJS facilities. The amendment extends the question deadline from July 17, 2026, to July 20, 2026, at 10:00 am. The solicitation, referenced as eMMA# BPM057836 and Agency Control Number 26-MULTI-FS-MS-007, seeks laboratory testing services for youth housed at DJS facilities. The amendment clarifies that phlebotomists cannot conduct sample collection at the facilities; instead, youth must be transported to a designated local laboratory for testing. This is a rebid solicitation currently in Round 2, with Round 1 having closed prior to this amendment.

The solicitation is not designated as a Small Business Reserve (SBR) set-aside. The amendment provides clarification on operational requirements for laboratory sample collection procedures and addresses a bidder's question regarding alternative collection methods. Interested contractors should contact Procurement Officer III Keon Pompey at keon.pompey1@maryland.gov for additional clarification on the amendment details.

Q. Instead of having the youth go to a community laboratory, can the contractor have a phlebotomist come into the facility to draw the lab samples?

A. Unfortunately, no. We cannot have a phlebotomist come into our facilities; therefore, we will need a designated local lab where the youth can have the laboratory test(s) drawn.
