About this file
This Professional Services Supplemental document, effective July 2024, establishes additional requirements for a contract with the State of Maryland to provide medical laboratory services for the Department of Juvenile Services (DJS). The supplemental applies to services performed at six facilities operated by DJS and houses young people requiring laboratory testing and analysis. The document does not specify quantities, response dates, due dates, site visits, bidders' conferences, award dates, or contract terms, as it functions as an addendum to the primary solicitation rather than a standalone procurement notice.
The supplemental imposes comprehensive security and personnel requirements on the contractor. All contractor personnel must display company identification badges visibly while on State premises and comply with State site requirements, including potential escort requirements and badge issuance procedures. The contractor must obtain at its own expense a Criminal Justice Information System (CJIS) state and federal criminal background check, including fingerprinting, for all personnel prior to work commencement. Contractor personnel entering Department of Public Safety and Correctional Services facilities must submit to inventory documentation and physical searches of their person and belongings, while those entering Department of Juvenile Services facilities may be searched, fingerprinted, photographed, and required to wear facility-issued identification cards. The contractor must complete a Department of Human Services (DHS) Hiring Agreement within five business days of award notification and, if applicable, execute a Health Insurance Portability and Accountability Act (HIPAA) Business Associate Agreement within the same timeframe. Any substitution of designated personnel requires prior written approval from the Contract Monitor, and failure to comply with security or contractual provisions may result in contract termination for default.
