About this opportunity
The City of Philadelphia is requesting bids for Real Estate Tax Notices under small order purchase Bid B2727999, with bids due September 28, 2026. The solicitation will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder.
Bidders must quote all items listed to remain eligible for award. No delivery or services may commence until the City issues formal notification of award. All vendors must submit a signed Consent and Authorization Agreement prior to bid closing; the agreement may be attached to the vendor's PHLContracts profile during registration or included with the first submitted quote.
The initial contract term runs from November 1, 2026, through October 31, 2027, with the option for the City to renew on an annual basis for up to three additional one-year periods at its sole discretion. Price increases for renewal periods are capped at 4 percent per renewal period or the percent change in the Consumer Price Index for All Urban Consumers in Philadelphia (All Items), whichever is less. Sellers requesting price increases must submit written notice to the Revenue Purchasing Unit at least thirty days before contract expiration.
Signature requirements vary by entity type: corporations require signatures from both a President or Vice President and a Secretary or Treasurer; limited liability companies, partnerships, and sole proprietorships require signatures from a partner, owner, or other duly authorized signer. For technical assistance or questions, vendors should contact the Procurement Customer Service at PHLContracts@phila.gov or by phone at 215-686-4755, 215-686-4720, or 215-686-4721.
