About this file

This document is a Small Order Purchase renewal instructions file for Bid #B2727999 issued by the City of Philadelphia's Revenue Purchasing Unit for attorney fees services. The initial contract term runs from November 1, 2026, through October 31, 2027, with the option for the City to renew the contract on an annual basis for up to three additional one-year periods at its sole discretion. The solicitation will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award and shall not deliver services or supplies until officially notified by the department.

Pricing for the initial contract period is established in PHLContracts, with any price increases for renewal periods subject to specific requirements and limitations. Sellers must submit written notice of price increases to the Revenue Purchasing Unit at least thirty days prior to contract expiration to implement changes effective on the first day of the renewal period. Price increase requests must document the current price, applicable CPI percentage change, and the new price. Price adjustments are tied to the percent change in the Consumer Price Index for All Urban Consumers in Philadelphia (All Items) as published by the U.S. Department of Labor, Bureau of Labor Statistics, using the Mid-Atlantic CPI Announcement for December of the applicable renewal year. However, price increases are capped at 4 percent per renewal period, whichever is less than the CPI change. Failure to provide timely written notice results in prices remaining unchanged from the previous contract period.
