About this opportunity

The City of Austin is requesting bids for ready-mix concrete design mixtures and related incidentals to supply multiple city departments through pickup or delivery under IFB 5000 RBB1014REBID, with proposals due October 22, 2026 at 2:00 p.m. CT. A pre-offer meeting is scheduled for September 29, 2026 at 10:00 a.m. CT via Microsoft Teams, and written questions are due October 7, 2026 at 5:00 p.m. CT.

The scope encompasses four primary categories: Category 1 covers pickup materials (Class J through 4,500 PSI formulations); Category 2 addresses delivery during regular business hours (6:00 a.m. to 5:00 p.m., Monday–Friday), including the largest estimated volume of 10,020 cubic yards annually for 4,000 PSI concrete pavement; Category 3 covers non-regular-hours delivery (5:01 p.m. to 5:59 a.m. weekdays, plus weekends and holidays); and Category 4 encompasses accelerators, fibers, pigments, and related additives. Estimated annual quantities range from 4 to 10,020 cubic yards depending on item and category. Offerors selecting pickup must provide a collection site within ten miles of Austin's city limits, accessible during 7:30 a.m. to 5:30 p.m. Monday–Friday, and served by all-weather road access. All concrete products require producer information, plant location, mix design numbers, and certified test results.

Minimum qualifications include at least three years of continuous corporate experience providing ready-mixed concrete in comparable annual quantities within utility or industrial settings during the past five years. Offerors must maintain workers' compensation with $1 million per-occurrence limits, commercial general liability at $1 million per occurrence / $2 million aggregate, business automobile liability at $1 million combined single limit, and umbrella/excess liability at $5 million per occurrence/aggregate. Pricing is fixed for the first twelve months, with adjustments thereafter tied to the Producer Price Index for ready-mix concrete manufacturing in the South region and the Bureau of Labor Statistics truck transportation index. The City reserves the right to award a single contract on overall low cost or multiple awards by line item or category. Local Business and Small Business preferences of 5% and 3%, respectively, apply to bids up to $500,000 and between $500,000 and $50 million; businesses qualified as both receive both discounts. No MBE-WBE goals apply. Prevailing wage requirements under DOL General Decisions TX20260291 and TX20260007 apply, with minimum wages of $22.15 per hour. Offerors must provide three verifiable references with past performance within the last five years. Contact: Ryan Braziel, (512) 978-2039.
