About this opportunity
The City of Long Beach is awarding a construction contract for the Belmont Plaza Pool, a new 4.1-acre LEED Silver-certified aquatic facility, to Bernards Bros., Inc., with the City Council expected to formalize award at its January 20, 2026 meeting. Only prequalified general contractors holding a valid California Class A or B General Engineering Contractor license were eligible; the bidding was restricted to five pre-qualified firms: Balfour Beatty Construction LLC, Bernards Bros. Inc., Milender White Construction Co., S.J. Amoroso Construction Co. LLC, and W.E. O'Neil Construction.
The facility comprises a 12,926-square-foot Olympic-sized 50-meter by 25-yard pool with diving capabilities, a 4,246-square-foot combined instructional and recreational pool, an 11,247-square-foot east entry building, and a 4,424-square-foot west support building. The project is subject to a Citywide Project Labor Agreement with the Los Angeles/Orange Counties Building and Construction Trades Council, prevailing wage requirements under California Labor Code, a 40 percent local hire goal for Tideland Funds (Tier 3 only), and a 10 percent transitional/veteran worker hire goal. Environmental compliance includes California Coastal Commission Local Coastal Development Permit requirements, hazardous materials management, and monitoring during sensitive habitat and nesting-bird seasons (January–September).
Bernards Bros., Inc. submitted the lowest responsive bid at $54.38 million including Bid Alternate A-1 (spectator bleachers, shade structure, and west support building expansion). The base bid totals $49.92 million plus $3 million in allowances (dewatering/shoring/testing/permitting and market volatility). The opinion of probable construction cost was $57 million. Construction and commissioning are scheduled from April 2026 through November 2027. Three of five pre-qualified bidders submitted responsive bids; S.J. Amoroso Construction Co., LLC bid $63.32 million and Milender White Construction Co. bid $66.35 million. Bids remained valid for 90 calendar days from the October 23, 2025 bid deadline. The mandatory pre-bid meeting was held September 15, 2025 via Zoom, with questions and requests for information due September 29, 2025. Three addenda addressed 76 Requests for Information.
