The project involves construction of a new 4.1-acre aquatic facility at Belmont Shore Beach Park, comprising a 12,926-square-foot Olympic-sized 50-meter by 25-yard pool with diving facilities, a 4,246-square-foot combined instructional and recreational pool, an 11,247-square-foot east entry building, and a 4,424-square-foot west support building with associated amenities. The facility is designed to LEED Silver certification standards and will serve as a recreational and competitive venue for the community and region. Bid Deadline #1 (all Division C.1 documents) is October 21, 2025, at 2:00 p.m. via the City's online portal, and Bid Deadline #2 (Division C.2 documents) is October 23, 2025, at 2:00 p.m. for hard copy delivery to the City Clerk's Office. A mandatory pre-bid conference was held on September 15, 2025, via Zoom. Only prequalified contractors possessing a valid California Class A or B General Engineering Contractor license are eligible to bid. The project is subject to a Citywide Project Labor Agreement (PLA) with the Los Angeles/Orange Counties Building and Construction Trades Council and signatory unions.
The base bid includes a $2,500,000 allowance for dewatering, shoring, related work, testing, and permitting, and a $500,000 allowance for market volatility. Bid alternate A-1 provides optional spectator bleachers, a shade structure, and expansion of the west support building. Bidders must submit bid security equivalent to 10 percent of their bid amount with Bid Deadline #1 and an original certified check or bond with Bid Deadline #2. The awarded contractor must execute performance and labor/materials bonds of 100 percent of the contract price within 15 calendar days of receiving the Notice of Award. Prevailing wage requirements apply pursuant to California Labor Code provisions, with rates available on the Department of Industrial Relations website. The project is subject to compliance with the California Coastal Commission Local Coastal Development Permit, including construction management requirements, biologist presence during sensitive habitat work, stormwater pollution controls, and nesting bird surveys during January through September. Addendum No. 2 addresses 76 Requests for Information (RFIs), including clarifications on pile design, irrigation specifications, specialty glazed windscreen scope, pool fill water responsibility, PLA job coordinator requirements, and various technical specifications, with responses provided or deferred to forthcoming Addendum #3.

Question #2.014: Please provide bearing capacity and settlement criteria as it relates to the loads imposed by the pool.
Response: The pool is supported by CIDH piles based on allowable values from project Geotechnical Report. Settlement criteria is 1" total and 1/2" differential.
Question #2.015: Sheet AQ-104 indicates that piles are to be designed for a compression load of 234 kips and a tension load of 115 kips. Please provide the Dead, Live, and Seismic Load components of these loads, or please provide the appropriate LRFD loads for structural design of these piles. Can the bid date please be extended to further evaluate the impacts of these responses. (Keller N.A.)
