This is Addendum No. 1 to Notice to Bidders for Specifications No. R-7274 issued by the City of Long Beach, Department of Public Works, Project Management Bureau, dated September 26, 2025. The addendum modifies bid deadlines and clarifies specifications for the Belmont Plaza Pool project located at Belmont Shore Beach Park in southeast Long Beach. The project includes construction of a 12,926 square foot 50-meter by 25-yard pool with springboard diving, a 4,246 square foot combined instructional and recreational pool, an 11,247 square foot east entry building, and a 4,424 square foot west support building. Additional amenities include public access restrooms, equipment rooms, pool storage, chemical rooms, and a bid alternate for spectator bleachers with shade structure and expansion of the west support building with additional restrooms. A mandatory pre-bid conference will be conducted via Zoom on Monday, September 15, 2025, at 2:00 p.m. The primary change reflected in this addendum extends Bid Deadline #1 from Monday, October 13, 2025, to Tuesday, October 14, 2025, at 2:00 p.m. for online submission through the City's portal, and Bid Deadline #2 from Wednesday, October 15, 2025, to Thursday, October 16, 2025, at 2:00 p.m. for hard copy delivery to the City Clerk's Office. Only contractors prequalified by the City are eligible to bid, and bidders must possess a valid California Class A or B General Engineering Contractor license at the time of contract award.

The bid includes a base bid for all work except items specified separately, an allowance of $2,500,000 for dewatering, shoring, related work, testing, and permitting, and an allowance of $500,000 for market volatility. Bids remain valid for 90 calendar days from Bid Deadline #2. Bid security of ten percent of the bid amount is required, with a scanned copy due by Bid Deadline #1 and the original due with Bid Deadline #2 submissions. The project is subject to a Citywide Project Labor Agreement with the Los Angeles/Orange Counties Building and Construction Trades Council and signatory craft unions, prevailing wage requirements under California Labor Code provisions, and Department of Industrial Relations compliance monitoring. Contractors and subcontractors must be registered with the Department of Industrial Relations and must submit certified payrolls electronically to both the Department of Industrial Relations and the City of Long Beach. The project is designed to LEED Silver certification standards and aims to preserve existing open spaces while restoring the passive park area and maintaining vehicular access on East Olympic Plaza.
