Belmont Plaza Pool Pre-Bid Meeting Document Summary

This document is a pre-bid meeting presentation for the City of Long Beach's Belmont Plaza Pool construction project (R-7274/B-4835). The project involves the design and construction of a new aquatic facility located at Belmont Plaza in Long Beach, California, featuring a 50-meter pool with movable bulkhead and spring board diving capabilities, a combined instructional and recreational pool, and associated support buildings including a main facility building and pool equipment building. The facility will include 940,640 gallons of filtration capacity with regenerative Neptune Benson Defender filtration, sodium hypochlorite disinfection, and high efficiency gas-fired heating. The project is a restricted bid limited to five pre-qualified general contractors: Balfour Beatty Construction LLC, Bernards Bros. Inc., Milender White Construction Co., S.J. Amoroso Construction Co. LLC, and W.E. O'Neil Construction. The pre-bid meeting was held on September 15, 2025, with Bid Deadline #1 scheduled for October 13, 2025 at 2:00 PM (online submission via LB Buys) and Bid Deadline #2 on October 15, 2025 at 2:00 PM (hard copy to City Clerk). City Council consideration of the bid award is anticipated for December 23, 2025, with construction and commissioning scheduled from April 2026 through November 2027. The bid guarantee period is 90 calendar days.

The opinion of probable construction cost for the project is $57.0 million, which includes the base bid, one additive bid alternate for spectator bleachers and canopy with expanded pool equipment building, and pre-set bid allowances for dewatering ($2,500,000) and market volatility ($500,000). The cost excludes Owner-furnished, Contractor-installed Myrtha pool equipment and Owner-furnished, Owner-installed low voltage systems. The project is subject to prevailing wage requirements with wage determination based on the quote date, apprenticeship requirements, and is governed by the City's Project Labor Agreement (Contract #35891) with a 40 percent local hire goal for Tideland Funds (Tier 3 only) and 10 percent transitional/veteran worker hire goal. Specialty subcontractors in geo-piers/vibro stone columns, deep CIDH pile foundations, dewatering, and Myrtha pool installation must be pre-approved or submitted for approval 14 calendar days prior to Bid Deadline #1. Key project features include site stabilization and dewatering with deferred vendor design-build submittals, approximately 2,500 cubic yards of excavated material from the 50-meter pool available for beach fill, hazardous materials removal and disposal at existing facilities, and environmental monitoring including tree, bird, archeological, paleontological, and Native American oversight. Requests for questions, requests for information, and specialty subcontractor requests must be submitted by 2:00 PM on September 29, 2025.
