About this opportunity
The South Central Transit Authority (SCTA) is seeking proposals for the Queen Street Station Roof & HVAC Replacement project in Lancaster, Pennsylvania. This Request for Proposals (RFP) will be received via PennBid until 1:00 PM on September 18, 2025, with proposals to be opened and reviewed at that time. The project involves comprehensive replacement of both the roof and HVAC systems at the Queen Street Station located at 225 N Queen Street. A mandatory pre-proposal meeting is scheduled for Wednesday, August 13, 2025, at 2:00 p.m., which will include a site visit starting at the station's ticketing window. Interested contractors must download construction documents through PennBid and register on the platform. The project is subject to federal and state financial assistance contracts involving the Pennsylvania Department of Transportation and the Federal Transit Administration, and will require compliance with federal Davis-Bacon Act wage requirements.
The procurement encourages participation from disadvantaged business enterprises (DBEs), though no specific DBE goal has been established for this contract. Contractors and subcontractors must comply with various federal regulations including Buy America, Build America, non-discrimination, non-collusion, and contractor integrity laws. All bidders are required to certify they are not on the Comptroller General's list of ineligible contractors. While specific budget ranges were not explicitly stated, the comprehensive nature of the roof and HVAC replacement suggests a significant capital investment. The project will require contractors to navigate complex regulatory requirements, demonstrate technical expertise in building systems replacement, and show capability to work within strict federal and state procurement guidelines. Potential bidders should carefully review all attached documentation, including wage determinations, bid package details, bid specifications, contract conditions, and the provided drawings to fully understand the project's scope and requirements.
