About this file
This is a Request for Proposals (RFP) issued by the South Central Transit Authority (SCTA) for the lease of transit vehicle tires for fixed route bus operations in Lancaster and Reading counties, Pennsylvania, with involvement from the County of Berks, County of Lancaster, Pennsylvania Department of Transportation, and the Federal Transit Administration. SCTA seeks proposals for the supply and lease of tubeless, load range J radial tires in two sizes (315/80R22.5 and 275/70R22.5) to support a combined fleet of approximately 95 buses across both operations. The contract will commence July 1, 2026, with an initial two-year base period ending June 30, 2028, followed by three optional one-year renewal periods, potentially extending through June 30, 2031. Proposals must be submitted electronically via PennBid by 12:00 PM on Tuesday, May 5, 2026, with an addendum deadline of April 27, 2026, and a question submission deadline of April 17, 2026. The anticipated board award date is May 20, 2026. The projected combined annual mileage for both operations is 3,511,000 miles, with the Lancaster operation generating approximately 1,830,000 miles annually and the Reading operation approximately 1,681,000 miles annually.
Pricing must be submitted on a fixed rate per tire-mile basis for each of the five contract years with no escalator clauses permitted. Proposers must provide pricing for both lease rates and optional purchase prices for each tire model, allowing SCTA to determine the most cost-effective approach based on federal guidelines. SCTA is exempt from federal excise tax, transportation tax, tire tax, and Pennsylvania sales tax, and these taxes shall not be included in proposal pricing. The contract includes two base bid options: one in which SCTA provides all mounting, dismounting, and tire repair services through a qualified local provider, and an optional bid in which the lessor provides these services for an additional monthly charge. A separate Tire Pressure Monitoring System (TPMS) option is available for pricing. The lessor retains title to all leased tires and appurtenances and is responsible for disposal of unfit tires at contract expiration. Delivery must occur within thirty calendar days of order placement to either the Lancaster garage (45 Erick Road) or Reading garage (1700 N. 11th Street). SCTA will maintain mileage records and provide monthly reporting to the lessor for billing purposes. The procurement encourages disadvantaged business enterprise (DBE) participation, though no specific DBE goal has been established. Proposals must include references from at least five transit system customers within the past three years, descriptive information on proposed tire products, a copy of the proposed lease agreement, and all required federal and state certifications including Buy America, non-collusion, non-discrimination, debarment, contractor integrity, and lobbying disclosures.

(Project #08-2026)
A. BACKGROUND
The South Central Transit Authority, hereinafter referred to as SCTA is a public transportation authority serving Berks and Lancaster Counties in south-central Pennsylvania.
SCTA was organized as of January 1, 2015 as a result of the consolidation of the management and administrative functions of the Red Rose Transit Authority (RRTA) in
Lancaster County and the Berks Area Regional Transportation Authority (BARTA) in Berks
County. Both RRTA and BARTA remain in existence as the agencies operating the service in their respective counties. SCTA signed Management, Administrative and Support
Services Agreements with both BARTA and RRTA to provide all executive, management, administrative and support services to BARTA and RRTA.
B. GENERAL PROJECT INFORMATIOIN
SCTA is seeking proposals from suppliers for the lease of transit vehicle tires for its fixed route bus fleet. SCTA manages the fixed route bus service operated in Lancaster County and Berks County, Pennsylvania.
The contract SCTA has with its current tire supplier ends on June 30, 2026. This contract had an initial two-year base period with three (3) one-year option years. The three (3) option years were exercised resulting in a total contract term of five (5) years.
The tire lease contract SCTA is seeking through this Request For Proposals will begin on
July 1, 2026 with an initial two-year base period ending on June 30, 2028. There will be three (3) one-year option years. If exercised, the total five-year tire lease contract will end on June 30, 2031.

The information on the Lancaster and Reading operations transit vehicles and mileage is intended to provide proposers with the basis for the information and projected mileage presented. SCTA is seeking tire proposals based on the combined usage at both locations.
1. TIRE TYPE - Tires to be furnished shall be tubeless, load range J, 5 ply steel cord and sidewall 1 ply steel cord, city-suburban type, 55 mph rating presently used by City Transit
Systems.
2. REMOVAL OF BUSES AND TIRES FROM SERVICE - During the term of the contract, SCTA may desire to dispose of, or permanently remove from service, certain parts or all of its fleet. If this occurs SCTA will notify the Lessor of the retirement of buses with at least a thirty (30) day written notice.
If SCTA does remove or dispose of certain buses equipped with Lessor's tires, such tires will be removed and used on other SCTA buses, or, with the Lessor's concurrence, SCTA may sell the tires to any person or company at a price to be paid for in accordance with
Article 18, “Loss and Abuse of Tires”.
The payment received by SCTA for the purchase of the tires at the price as determined by the Lessor will be for forwarded to the Lessor. SCTA will provide the Lessor with advance notice prior to the sale of the vehicles.
For buses that are sold or disposed of and use tires that cannot be used on other vehicles, 12 Tire Lease 2026
SCTA may sell the tires with the bus to any person or company at a price satisfactory to the
Lessor with the payment received by SCTA forwarded to the Lessor. SCTA will purchase the unused mileage in a leased tire that was removed from a bus that was disposed of and not sold with the bus. Any tires delivered for use on a bus that was disposed of and not installed on a bus will be returned to the Contractor.
3. NEWLY ACQUIRED BUSES - During the term of the contract, SCTA may purchase additional vehicles. These vehicles will be purchased without tires. SCTA shall give
Lessor not less than a sixty (60) day written notification of tire quantities and tire delivery dates to the North American bus manufacturer or port of demarcation. The Lessor will be required to provide tires for these vehicles in accordance with the contract. In the event previously owned vehicles are purchased, SCTA shall purchase them without tires and provide similar notice. The Lessor shall furnish tires of the appropriate size and type. In the event SCTA purchases new make/model buses or vehicles that require a different size tire and/or construction SCTA will then negotiate a rate for the tire of the newly acquired vehicles with the Contractor for the remaining term of the contract. If any such buses equipped with tires furnished by the supplier shall be driven over land instead of being shipped, SCTA shall pay the Lessor the following month for the use of the tires. Any tires lost, stolen, or damaged while in the possession of the bus manufacturer, dealer or seller, or while the bus is being delivered shall be paid for by SCTA.
4. LEASED BUSES - Provisions to allow SCTA to lease buses for up to 120 days without the
Lessor's tires shall be provided. If during the term of this Agreement, SCTA agrees to lease buses beyond 120 days, SCTA will notify the Contractor of such an agreement. All leased buses will be furnished to SCTA less tires in order that said buses will be equipped with Contractor’s tires. These tires shall be subject to the terms of this Agreement, unless the leased buses are included under the five percent (5%) testing provision. SCTA will obtain from the owner of the leased buses, acknowledgment to Contractor's ownership and right to possession of all tires supplied under this Agreement, and a waiver of any and all rights to said tires. SCTA will purchase the unused mileage on a leased tire on a bus at the end of its lease. Any tires delivered for use on a bus that was leased and not installed on a bus by the end of the lease term will be returned to the Contractor.
5. RUN-OUT OPTION - The Lessor shall provide SCTA an option to continue using tires of the Lessor for up to 36 months in the event SCTA changes suppliers.
6. SERVICE PROVIDED - SCTA will make all wheel changes to and from vehicles.

SCTA will keep tires inflated to conform to the approved standards of the Tire & Rim
