INTRODUCTION
South Central Transit Authority (SCTA) is seeking proposals from qualified vendors to provide marketing services for the upcoming new Red Rose Transit Authority (RRTA) Microtransit
Service in Lancaster County, PA. Microtransit is a form of on demand-response transit service featuring flexible routing via shared-ride vehicles, typically hailed and dispatched using an app reservation tool. Among other tasks, the successful firm will assist with logo development, vehicle wrap design and branding creation for all advertising and promotion materials to educate and provide awareness of the new service to the Lancaster community.
SCTA also issued an RFP for Microtransit Software in May 2026, seeking proposals from qualified vendors to provide technology solutions and transportation services for the microtransit pilot program.
BACKGROUND
SCTA manages RRTA, which operates Red Rose Transit fixed-route and Red Rose Access shared-ride transportation services in Lancaster County. The 2023 SCTA Transit Development Plan
(TDP), finalized in March 2024, provided a strong foundation for exploring microtransit as a mobility solution in Lancaster County. The findings identified key themes for implementing more efficient and effective transit service, especially to areas not served by RRTA’s current fixed-route bus service. The new Microtransit service will add to RRTA’s existing public transportation options.
MICROTRANSIT SERVICE OVERVIEW
Microtransit, also known as “on-demand transit”, is a form of public transit that utilizes dynamic routing to create a flexible scheduling of vehicles based on real-time demand. This method of transit connects riders to the service vehicle via a mobile app or by phone to efficiently group passenger trips. Microtransit typically uses smaller vehicles, such as transit vans, to connect customers to key destinations within a service zone or to a bus stop to transfer for travel beyond the zone. A zone is a set geographical, boundary area where trips must start and finish. The current RRTA fixed-route system resembles a hub-and-spoke model, leaving numerous communities unserved by public transit. The benefits of microtransit service include opportunities to improve connectivity and expand service to underserved areas.
MICROTRANSIT FEASIBILITY STUDY
In 2025, SCTA conducted a microtransit feasibility study to identify and analyze areas that could support this type of additional transit service. The study evaluated a variety of service models, associated costs, and key considerations for implementing on-demand microtransit service within the serviceable area. To review the full Microtransit Feasibility Study documents, visit:
https://www.sctapa.com/what-were-about/about-us/microtransit-feasibility-study-2.
Out of the study three pilot zones were identified.
3 PILOT ZONES DETERMINED
Ephrata/Denver Zone
Leola/Eden Zone
Willow Street/Strasburg Zone https://www.sctapa.com/what-were-about/about-us/microtransit-feasibility-study-2
PROJECT GOAL
Develop a brand for the service including a logo, vehicle wrap and marketing materials that attract customers to the new service in their pilot areas.
SCOPE OF WORK
SCTA is planning on launching the new RRTA Microtransit service in Lancaster County on March
1, 2027, in all three pilot zones. RRTA already has Red Rose Transit, the fixed-route bus service and Red Rose Access, the shared-ride door-to-door service. The new Microtransit service would add a new type of service for the Lancaster community. Assistance is needed from a marketing firm to create a brand that compliments the existing RRTA services. SCTA is looking for assistance in brand development, design services, education and promotional marketing materials to launch the new service.
• Branded Color Scheme – SCTA envisions the Microtransit service to incorporate the color scheme of RRTA’s fixed-route bus colors and Red Rose Access vehicles in unique but complimentary design that communicates the new Microtransit Service.
• Design and Installation of Vehicle Wraps – SCTA would need assistance with designing the vehicle design. SCTA may need assistance with the installation of the vehicle wraps.
• Logo Design for Microtransit Service
• Printed & Digital Promotional Materials – SCTA anticipates needing to educate the community about the new service and how it works. Printed and Digital materials (Web
Banners, Social Media and Digital Advertising Creative will be needed.

SCTA and the selected Marketing vendor to educate the public on how to use the app and service. The selected software vendor may have education and promotional materials that can be incorporated into final marketing materials.
