About this opportunity
The City of Philadelphia is requesting quotes on sea box storage/freight containers under a micro purchase due August 21, 2026, with a contract requirement period of July 1, 2026 through June 30, 2027.
The contract will be awarded as a whole or by line item, at the City's discretion, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award. Delivery must be FOB Destination Point and must not commence until the City notifies the seller in writing.
The estimated contract value does not exceed $45,000, adjusted annually by the percentage increase in the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, rounded to the nearest $1,000. All prices must be quoted net and exclusive of taxes; the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes.
Quotes must be submitted electronically through PHLContracts by August 21, 2026. Prior to bid closing, each vendor must submit a signed Consent and Authorization Agreement to be deemed responsive; this agreement can be uploaded to the vendor profile at registration or included with the first quote and remains valid for all future quotes once accepted by the Procurement Department. Vendors must complete all required information and signature blocks based on company structure (corporations require President or Vice President plus Secretary, Assistant Secretary, Treasurer, or Assistant Treasurer; LLCs, partnerships, and sole proprietorships require signatures from partners, owners, or duly authorized signers).
The seller must maintain Workers' Compensation insurance at statutory limits, General Liability coverage with $500,000 per-occurrence limits, and Automobile Liability coverage with $300,000 per-occurrence limits. Additional compliance requirements include nondiscrimination certifications, tax indebtedness certifications, business tax registration with the City of Philadelphia, and ethics compliance. Submission of an optional LGBTQ Applicant Data Form is available to support diversity metrics collection.
Questions may be directed to Philadelphia Procurement Customer Service at PHLContracts@phila.gov or 215-686-4755, 215-686-4720, or 215-686-4721.
