About this file

This is a Seller Standard Operating Procedures (SOP) Checklist issued by the City of Philadelphia Procurement Department for participation in small purchases through the PHLContracts platform. The document provides step-by-step guidance for vendors submitting quotes for the Purchase of Sea Box Storage/Freight Container, a micro purchase to be awarded as a whole or by line item to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award. The requirement period for this contract runs from July 1, 2026, through June 30, 2027. Vendors are instructed not to deliver or provide services until officially notified by the department.

The checklist outlines thirteen procedural steps that sellers must complete to submit a compliant quote, including confirming seller role status, selecting Local Business Entity (LBE) certification status, entering unit costs for each item, answering all mandatory questions, accepting terms and conditions, and submitting required attachments. Critical requirements include submission of an executed Consent & Authorization form, which must be on file in the vendor's profile before a quote will be considered, and completion of the optional LGBTQ Applicant Opportunity Data Form. Sellers must address all red validation warnings before submitting their quote through www.PHLContracts.phila.gov. The document emphasizes the importance of clicking "Save & Continue" on every tab throughout the submission process to ensure all information is properly recorded.
