About this opportunity

The City of Philadelphia Procurement Department is requesting quotes on sea box storage containers under a micro purchase, with quotes due September 25, 2026. Award will go to the lowest responsive and responsible bidder; sellers must quote all items to be eligible. The contract period runs July 1, 2026, through June 30, 2027.

No set-aside or preference program is stated. However, vendors may voluntarily submit LGBTQ Applicant Opportunity Data to identify LGBTBE certification status through the National LGBT Chamber of Commerce or Philadelphia's Independence Business Alliance, and the City collects Local Business Entity (LBE) certification information at quote submission.

The micro purchase ceiling is $45,000, adjusted annually by the percentage increase in the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, to the most recently published index and rounded to the nearest $1,000. Prices must be net, FOB Destination Point, and exclusive of all taxes. Payment follows delivery and City approval of products.

All quotes must be submitted electronically through PHLContracts.phila.gov. Prior to bid closing, vendors must submit a signed Consent and Authorization Agreement establishing terms for use of the platform, including designation of a Seller Administrator and authorization of account users. The agreement may be attached to the vendor's PHLContracts profile at registration or included as an attachment to the first submitted quote. Signature requirements vary by company type: corporations require signatures from both a President or Vice President and a Secretary or Treasurer; limited liability companies, partnerships, and sole proprietorships require signatures from partners, owners, or duly authorized signers.

Sellers must maintain workers' compensation insurance at statutory limits, general liability insurance with a minimum limit of $500,000 per occurrence, and automobile liability insurance with a minimum limit of $300,000 per occurrence. The seller must also certify that neither it nor its parent or subsidiary companies are indebted to the City for delinquent taxes, liens, judgments, or other debts without an established written payment plan. No delivery or services commence until the department issues formal notification.
