About this file

This file is a Seller Standard Operating Procedure (SOP) Checklist provided by the City of Philadelphia Procurement Department for vendors submitting quotes through the PHLContracts platform for a small purchase of a sea box storage container. The related contract opportunity is for the purchase of sea box storage container(s) with a contract period running from July 1, 2026, through June 30, 2027. Vendors must quote all items listed in order to be eligible for award, and the micro purchase will be awarded as a whole or by line item, whichever serves the City's best interests, to the lowest responsive and responsible bidder. No delivery or services are to commence until the department issues formal notification.

The SOP checklist outlines a 13-step submission process that vendors must complete to submit a compliant quote. Key requirements include confirming seller role in the system, answering all mandatory questions including Local Business Entity (LBE) certification status, entering unit costs for each item, accepting terms and conditions, and submitting a properly executed Consent & Authorization form with the quote submission. Additional optional documentation includes the LGBTQ Applicant Opportunity Data Form and any supporting documents relevant to the quote. All validation warnings must be resolved before final submission through the PHLContracts.phila.gov platform, and vendors are directed to review their complete quote on the Summary Tab prior to submission.
