About this opportunity

The Workforce Solutions Alamo Board in Texas is seeking proposals from qualified firms for the purchase of Partners for Reentry Opportunities in Workforce Development (PROWD) Services. The goal of the PROWD program is to implement evidence-based services that will improve outcomes for individuals currently in, or recently released from, the custody of the Federal Bureau of Prisons. The selected contractor will be responsible for helping identify employment opportunities for participants based on criminal history assessments and local labor market information. Participants will then enter a career pathway aligned with their education, employment history, and training needs. The contract will be for a 12-month period starting October 1, 2024, with the possibility of two one-year renewals. Proposals are due by August 7, 2024, and a pre-proposal conference is scheduled for July 18, 2024. Proposals must achieve a minimum overall score of 70 points to be considered for selection and contract award.

The procurement is open to all qualified firms, but small, minority, women, and veteran-owned businesses, as well as Historically Underutilized Businesses, are encouraged to respond. Workforce Solutions Alamo has an existing Memorandum of Understanding with Crosspoint, a key partner in the PROWD program, and will provide a Bureau of Prisons contact as a liaison. The total estimated budget for the three-year grant period is $1,057,050, with an estimated annual amount of $352,350 to cover training costs, expenses, and staff and administrative costs.
