About this file
This document is an addendum to a Request for Proposal (RFP) issued by Workforce Solutions Alamo (WSA) in Texas for the Purchase of Partners for Reentry Opportunities in Workforce Development (PROWD) Services. The PROWD program aims to implement evidence-based services to improve outcomes for individuals currently in or recently released from the custody of the Federal Bureau of Prisons (BOP). WSA is seeking proposals from qualified firms to identify employment opportunities for participants based on assessments and local labor market information. The program has an enrollment goal of 600 participants over the course of the grant. The anticipated contract start date is October 1, 2024, for a 12-month period, with the possibility of two one-year renewals.
The total estimated budget for the three-year grant period is $1,057,050, with an estimated annual amount of $352,350. The funding is to cover training costs, expenses, and staff and administrative costs. Participants may be co-enrolled in other programs if eligible. WSA has an existing Memorandum of Understanding (MOU) with Crosspoint, a key partner in the PROWD program, and will provide a Bureau of Prisons (BOP) contact as a liaison.

34. The enrollment goal of 600, that would be over the life of the grant, correct ? Potentially three years to be able to enroll the 600 or is there a specific cutoff to reach that ?
Response: Yes, at this time, the goal is 600 and was provided by TWC. It is for the course of the grant; however, it is important to keep in mind the necessary follow-up for the grant. 37. Are these clients suppose to be in the set-aside program or can they mix with other clients as well with other resources?
Response: Yes, clients may be coenrolled if there is an opportunity for braided funding or if the provider has some of their own programs to provide opportunities or services the clients qualify for, if the services fit. This can include other resources as well as other community agency’s resources or partners that specialize in this population.
38. Access to clients through Federal Parole and Federal Probation, will we have a liaison that will connect and bridge the gaps so we can make these initial contacts?
Response: Yes, within MOU with Cross Point we are asking to have someone as a main point of contact with them. Outside of Cross Point, TWC has provided a Bureau of Prisons (BOP) contact that we may work with, but the provider is not limited to these contacts. If the provider is coming with additional contacts or has previously worked with any individuals who may benefit the program, the provider is welcome to bring them in as well.
39. At times the US District Court has had a relationship with the reentry program, is that something this RFP would consider?
Response: The proposer is welcome to lay that out in the response to the RFP but for what WSA and TWC has to provide, at this time it is the Cross Point contact and the TWC Bureau of Prisons
(BOP) Liaison.

40. Do you all have data on how many individuals are returning to your region from the Federal Bureau of Prisons?
Response: Yes, because PROWD is a National Grant that has a standard across the US, they do have some of their own data specifically from this grant and project. WSA has reviewed the
Recidivism Rate along with data from Cross Point’s home page. WSA is one of seven (7) boards that were awarded this grant and there will be some crossover of numbers depending on where the individual lives. WSA is looking at our area and some areas outside of the Workforce Board. WSA is working with TWC to finalize the details of what areas will be included.
