About this opportunity

The City of Long Beach Department of Public Works issued ITB PW-24-496 on January 14, 2025 for the purchase of one CCTV pipe inspection unit for stormwater infrastructure operations and maintenance, with bids due February 25, 2025 at 11:00 AM. A 10 percent local-vendor preference applies to Long Beach-based businesses meeting local criteria, with a maximum preference cost not to exceed $50,000.

The unit must inspect storm drain lines and stormwater infrastructure ranging from 8 inches through 48 inches in diameter. Minimum specifications include a submersible and water-resistant integrated chassis and camera system with 1080p/8MP resolution, pan/tilt/zoom functionality, onboard sensors recording incline and distance, LED lighting, and backup camera. Required add-ons include a 300-meter powered tether reel with distance counting, weatherproof LCD handheld controller with WiFi and PDF report generation, quick-change wheels, carrying cases, replacement wheels, field-repairable hardware, and complete operating and service manuals. The vendor must provide one in-person training session on field-serviceable repairs upon City receipt. Addendum 1 clarifies that the chassis and camera must fit and traverse a minimum 8-inch diameter pipe with the camera view centered within a 36-inch diameter pipe.

The contract is a one-time purchase with standard delivery required within 30 working days after receipt of order. All shipping, handling, unloading, and delivery charges must be included in the quoted price, with delivery free on board to City-specified locations between 7:30 AM and 3:30 PM, Monday through Friday. The vendor must warrant all parts and work against failure due to defective material or faulty workmanship for a minimum of one year from City acceptance. Pricing must remain firm for the contract term. The City will pay invoiced amounts within 30 calendar days of billing.

Questions were due January 28, 2025, with responses posted by February 11, 2025. The City received five bids ranging from $39,450 to $284,972. The City issued a Notice of Intent to Award to Edge AI Solutions Inc. of Pittsburgh, Pennsylvania, identified as the lowest responsive bidder, though no final award has been executed. The contract is subject to California Labor Code prevailing wage requirements and Davis Bacon Act compliance for federally-assisted work. Mandatory bid attachments include debarment certification, Equal Benefits Ordinance compliance, local preference documentation, references, and acknowledgment of all addenda.
